CONSTRUCTION OF A TUBERCULOSIS SANATORIUM FOR ADULTS OF THE DISTRICT OF COLUMBIA

REPORT

[To accompany S. 5984]

The Committee on the District of Columbia, to whom was referred the bill (S. 5984) to authorize the construction of a sanatorium for adult tuberculosis patients on the tract of land acquired by the Commissioners of the District of Columbia by authority of an act of Congress approved March 1, 1929, entitled "An act to provide for the construction of a children's tuberculosis sanatorium," as amended by an act of Congress approved April 18, 1930, having considered the same, reports back to the House with the recommendation that the legislation do pass.

This bill is intended to authorize the Commissioners of the District of Columbia to reserve part of a tract of land, bought by the District for a children's tuberculosis sanatorium, as the site of a proposed tuberculosis sanatorium for adults.

The land is located on the Defense Highway at Randle Station, in Prince Georges County, Md., and comprises about 216 acres-more than ample for the uses of the children's sanatorium. The commissioners, therefore, are desirous of setting aside a part of the tract for an institution to take the place of the present tuberculosis hospital. This hospital is located at Fourteenth and Upshur Streets NW., in the midst of a densely populated residential community, which has grown up since the hospital was established; and while it is efficiently managed, its physical equipment is outmoded and its accommodations inadequate. The location itself is by no means conducive to the best interests of the patients.

The commisssioners need legal authority to locate the adult sanatorium on the Maryland tract, and additional authority is required to permit them to build the proposed institution. This bill is intended to confer these authorizations.

The letter of the commissioners to Hon. Arthur Capper, chairman of the Senate District Committee, asking the introduction and passage of this legislation, is appended hereto and made a part of this report.

SIR: The Commissioners of the District of Columbia have the honor to submit herewith draft of a bill entitled "A bill to authorize the construction of a sanatorium for adult tuberculosis patients on the tract of land acquired by the Commissioners of the District of Columbia by authority of an act of Congress approved March 1, 1929, entitled 'An act to provide for the construction of a children's tuberculosis sanatorium' as amended by an act of Congress approved April 18, 1930," and to request its early introduction and enactment.

There has been acquired for a site for a children's tuberculosis sanatorium, a tract of land comprising about 216 acres, located on the Defense Highway at Randall Station in Prince Georges County, Md. The area acquired is more than sufficient to take care of the buildings necessary for a children's sanatorium, and the commissioners desire authority to set aside a portion of the area for the purpose of locating a sanatorium for adult patients on this same tract of land. The draft of bill also authorizes the commissioners to cause to be constructed on the portion so reserved, a suitable tuberculosis sanatorium for adults, and if the legislation is enacted, estimates for such a sanatorium will be included in future District of Columbia estimates to be submitted to Congress. At the present time there exists at Fourteenth and Upshur Streets NW., a tuberculosis hospital and if the legislation proposed in this draft of bill is enacted, it will be the intention of the commissioners to transfer the adult tuberculosis work from the tuberculosis hospital to the proposed new adult sanatorium.
