REPORT,

[To accompany H. R. 16778]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 16778) to extend the times for commencing and completing the construction of a bridge across the Missouri River at or near Culbertson, Mont., having considered and amended the same, report thereon with a recommendation that it pass. Amend the bill as follows:

After line 9 insert the following as a new section:

SEC. 2. The right to alter, amend, or repeal this act is hereby expressly reserved. The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill (H. R. 16778, 71st Cong., 3d sess.) to extend the times for commencing and completing the construction of a bridge across the Missouri River at or near Culbertson, Mont., if amended as indicated thereon.

DEAR MR. PARKER: Careful consideration has been given to the bill, H. R. 16778, transmitted with your letter of February 2 with request for a report thereon and such views relative thereto as the department might desire to communicate.

This bill would extend for one and three years, respectively, from July 3, 1931, the times for commencing and completing the construction of the bridge across the Missouri River at or near Culbertson, Mont., authorized by act of Congress approved July 3, 1930, to be built by the State of Montana and the counties of Roosevelt and Richland, Mont., or any of them. The act of July 3, 1930, which authorizes the construction of this bridge, provides for a free bridge. The department recommends favorable action on the pending bill to extend the times for commencing and completing its construction.

AN ACT Granting the consent of Congress to the State of Montana and the counties of Roosevelt and Richland, or any of them, to construct, maintain, and operate a free highway bridge across the Missouri River at or near Culbertson, Montana'

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress is hereby granted to the State of Montana and the counties of Roosevelt and Richland, or any of them, to construct, maintain, and operate a free highway bridge and approaches thereto across the Missouri River, at a point suitable to the interests of navigation, at or near Culbertson, Montana, in accordance with the provisions of an act entitled "An act to regulate the construction of bridges over navigable waters," approved March 23, 1906.

SEC. 2. The right to alter, amend, or repeal this act is hereby expressly reserved. Approved, July 3, 1930.

VIADUCT ACROSS MAHONING RIVER AT STRUTHERS, OHIO

[To accompany H. R. 16829]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 16829) granting the consent of Congress to the Board of County Commissioners of Mahoning County, Ohio, to construct a free overhead viaduct across the Mahoning River at Struthers, Mahoning County, Ohio, having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

This bill would authorize the Board of Commissioners of Mahoning County,

Ohio, to construct, maintain, and operate a free overhead viaduct with necessary approaches thereto, across the Mahoning River at Struthers, Mahoning County, Ohio. The location indicated for the proposed viaduct is not on the system of Federal-aid highways approved for Ohio. However, the department would recommend favorable action on the bill.

R. 16834) to extend the times for commencing and completing the construction of a bridge across the Missouri River at or near a point known and designated as the power-site crossing or at or near the point known and designated as Wilder Ferry, in the State of Montana, having considered and amended the same, report thereon with a recommendation that it pass.

Amend the bill as follows:

Page 2, after line 4, insert the following as a new section:

SEC. 2. The right to alter, amend, or repeal this act is hereby expressly reserved. The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.
