§ 12.

In case of withdrawal

given, the secretary of the city committee shall forthwith notify the chairman or secretary of the committee of any ward from which the requisite papers have not been filed. They, or one of them, shall forthwith call a meeting of said committee, who may nominate candidates for any and all offices for which nomination papers have not been filed, and in case they make a nomination they shall immediately thereafter notify the secretary of the city committee of such action by filing with him nomination papers similar to those hereinbefore described, signed in their official capacity, by all the members of the committee who assent to the nominations therein made. In case of disagreement two sets of such nomination papers may be filed. Said papers shall have the same force and authority as those containing the signatures of five voters of the ward, and shall be considered and treated the same in all respects. If at the expiration of two week days after the time at which nomination papers were opened proper nomination papers have not been filed for all the positions to be filled, or in case of any vacancy caused by death or otherwise, except withdrawals, the chairman and secretary of the city committee as a committee may exercise the nominating powers herein vested in a ward committee, and nomination papers filed by them shall have the same force and authority as other nomination papers.
