The classifications adopted by us have been prepared to meet the conditions existing in this State and differ in a number of important particulars from the classifications proposed by the National Association of Railway and Utilities Commissioners.

The order prescribing the new systems of accounts provided that they should become effective on July 1, 1924, but also that corporations desiring to place them in effect before July 1st might do so from and after the first day of any month prior to July 1st. As a result of this optional clause the Commission is informed that a very large number of the utilities began to keep their books and records under the new plan on January 1, 1924.

The new classifications do not affect utilities having average annual operating revenues of less than $10,000 per year until the further order of the Commission.

PRINTING OF ANNUAL REPORTS

The printing and distribution of all back reports of former Commissions, both First and Second Districts, were completed during the early months of the year 1923. The complete statistical report of the present Commission covering utility operations for the year 1922 is now all in type (1060 pages) and will very soon be ready for distribution. It will thus be seen that the printing of this very important financial and operating information has been so advanced that its publication hereafter will be of more general and timely interest to the public, to investment bankers and to the corporations under the jurisdiction of the Commission. January 14, 1924.

Respectfully submitted,

WILLIAM A. PRENDERGAST,
WILLIAM R. POOLEY,

CHARLES VAN VOORHIS,
OLIVER C. SEMPLE,
JAMES A. PARSONS,

Commissioners.
