Halaman 41 - Council is hereby exempted with respect to such appointment, from the operation of sections 281, 283, 284, and 1914 of title 18 of the United States Code, and section 190 of the Revised Statutes (5 USC 99), except as otherwise specified in paragraph (2) of this subsection.
