(The bills, S. 1114 and S. 2609, under consideration are as follows:) [S. 1114, 81st Cong., 1st sess.] A BILL To provide a correctional system for youth offenders convicted in the courts of the United States Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That part IV of title 18 of the United States Code, entitled "Crimes and Criminal Procedure," is hereby amended by inserting therein a new chapter immediately after chapter 401 thereof, as follows: "§ 5005. Compensation, appointment and tenure of Board.
