[House Joint Resolution No. 70.] [2.] ENLARGING THE POWERS OF THE CITY OF HARTFORD TO ISSUE BONDS Resolved by this Assembly: That section one of the resolution authorizing the city of Hartford to issue bonds for the building of a bridge across the Connecticut river and approaches thereto, approved June 11, 1903, is hereby amended to read as follows: That the court of common council of the city of Hartford is hereby authorized and empowered to issue bonds under the corporate name and seal of said city, bearing interest at no greater rate than four per centum per annum, to an amount not exceeding two million one hundred and nine thousand dollars, the principal of which said bonds shall be payable at some certain time or times not exceeding fifty years from the date of issuing of the same, as said court of common council may from time to time direct, and said court of common council may from time to time prescribe the amount for which said bonds shall be issued, the form thereof, the rate of interest, and the time of the payment of the interest which shall accrue thereon, and whether said bonds shall be payable in gold coin or legal tender of the United States and said bonds shall be denominated Connecticut River Bridge Bonds of the City of Hartford, and the avails thereof shall be applied and expended for the payment of the proportion of the expense of the construction and improvement of a bridge across the Connecticut river at Hartford, and of the causeway or highway connected therewith, which said city of Hartford is bound to pay, and for the payment of the construction of suitable approaches to said bridge, and for no other purposes whatever, and said bonds, when issued, shall be obligatory upon said city and the inhabitants thereof according to the tenor and purport of the same. Approved, March 8, 1905. [House Bill No. 6.] AN ACT MAKING AN APPROPRIATION TO SUPPLY DEFICIENCIES IN DIERS, SAILORS, AND MARINES OF THE CIVIL WAR YEARS ENDING SEPTEMBER 30, 1905. Be it enacted by the Senate and House of Representatives in General Assembly convened: SECTION 1. The following sum is hereby appropriated to be paid out of any money in the treasury not otherwise appropriated, to supply deficiencies in the appropriations for the two fiscal years ending September 30, 1905: for the support of disabled soldiers, sailors, and marines of the civil war and their wives and widows, twelve thousand dollars. SEC. 2. This act shall take effect from its passage. [House Joint Resolution No. 303.] [4.] PROVIDING FOR THE BINDING OF VOLUME XIV OF THE SPECIAL LAWS. Resolved by this Assembly: That the secretary be and he is hereby authorized to bind fifteen hundred copies of the special laws of 1903, with the same number of the special laws of the present session, making volume XIV of special laws, and the comptroller is authorized and directed to draw his order on the treasurer for the expense attending the same from any money specifically appropriated for that purpose or from the amount appropriated for printing and circulating public documents. [Substitute Bill for House Joint Resolution No. 99.] [5.] AN ACT MAKING AN APPROPRIATION TO SUPPLY DEFICIENCIES IN THE APPROPRIATION FOR THE EXPENSES OF THE COMMIS SIONER ON DOMESTIC ANIMALS FOR THE TWO YEARS ENDING SEPTEMBER 30, 1905. Be it enacted by the Senate and House of Representatives in General Assembly convened: SECTION 1. The following sums are hereby appropriated to be paid out of any money in the treasury not otherwise appropriated, in full compensation for the objects herein specified, to supply deficiencies in the appropriations for the two fiscal years ending September 30, 1905: For the commissioner on domestic animals, for office and traveling expenses, and for assistance, one thousand dollars; for cattle condemned, four thousand dollars. SEC. 2. This act shall take effect from its passage. [House Bill No. 7.] [6.] AN ACT MAKING AN APPROPRIATION FOR THE NORWICH HOSPITAL NING EXPENSES FOR TWO YEARS ENDING Be it enacted by the Senate and House of Representatives in General SECTION 1. The sum of ten thousand dollars is hereby appropriated out of any money in the treasury not otherwise appropriated, payable to the trustees of the Norwich Hospital for the Insane, to supply a deficiency in the appropriation for the two fiscal years ending September 30, 1905, for the following purpose: To provide for the running expenses of said hospital. SEC. 2. This act shall take effect from its passage. [Senate Bill No. 206.] AN ACT MAKING AN APPROPRIATION TO SUPPLY A DEFICIENCY IN THE APPROPRIATIONS FOR EDUCATIONAL PURPOSES FOR THE TWO YEARS ENDING SEPTEMBER 30, 1905. Be it enacted by the Senate and House of Representatives in General Assembly convened: SECTION 1. The following sums are hereby appropriated to be paid out of any money in the treasury not otherwise appropriated, to supply a deficiency in the appropriation for the two fiscal years ending September 30, 1905: For the Danbury normal school, twenty thou sand dollars; for tuition of children in high schools, twelve thousand dollars; for evening schools, six thousand dollars; for pay and expenses of special agents to enforce the laws relating to the employment of children and laws relating to attendance at school, five thousand dollars. SEC. 2. This act shall take effect from its passage. [Senate Bill No. 205.] AN ACT MAKING AN APPROPRIATION TO SUPPLY A DEFICIENCY IN THE APPROPRIATION FOR THE SUPPORT OF INSANE PATIENTS AT THE CONNECTICUT HOSPITAL FOR THE INSANE. Be it enacted by the Senate and House of Representatives in General Assembly convened: SECTION 1. The following sums are hereby appropriated to be paid out of any money in the treasury not otherwise appropriated, to supply a deficiency in the appropriation for the two fiscal years ending September 30, 1905: For the support of insane patients at the Connecticut Hospital for the Insane, forty-one thousand dollars. [Senate Bill No. 204.] [10.] AN ACT MAKING AN APPROPRIATION TO SUPPLY A DEFICIENCY IN THE APPROPRIATIONS FOR JUDICIAL EXPENSES FOR THE TWO YEARS ENDING SEPTEMBER 30, 1905. Be it enacted by the Senate and House of Representatives in General Assembly convened: SECTION 1. The following sums are hereby appropriated to be paid out of any money in the treasury not otherwise appropriated, to supply a deficiency in the appropriation for the two fiscal years ending September 30, 1905: For sheriffs' attendance and other expenses of the superior court for Hartford county and the supreme court of errors for the first judicial district, five thousand five hundred dollars; for jury debenture for the superior court for Hartford county, one thousand three hundred dollars; for jury debenture for the superior court for Fairfield county, two thousand five hundred dollars; for sheriffs' attendance and other expenses of the superior court for New Haven county, at Waterbury, two thousand dollars; for jury debenture, one thousand five hundred dollars; for bills of costs in criminal cases, three thousand five hundred dollars; for jury debenture for the superior court for Litchfield county, one thousand five hundred dollars; for bills of costs in criminal cases, three thousand dollars. SEC. 2. This act shall take effect from its passage. Approved, March 16, 1905. [Substitute for House Joint Resolution No. 18.] [11.] AMENDING THE CHARTER OF THE MONOHANSETT MANUFACTURING COMPANY. Resolved by this Assembly: SECTION 1. That The Monohansett Manufacturing Company, chartered by resolution approved April 25, 1882, is hereby authorized to reduce its present capital stock of seventy-five thousand dollars to fifty thousand dollars, and the number of its shares from seven hundred and fifty to five hundred; provided, that no part of its assets shall be distributed to the stockholders before such reduction; and further provided, that such reduction shall be pro rata to stockholders according to the number of shares held by them of record at the time when such reduction shall be voted. SEC. 2. Such reduction may be made at any meeting of the stockholders specially warned for that purpose, by a vote of stockholders holding at least two-thirds of the whole stock, and a certificate of such reduction, signed by the president and secretary, shall, within thirty days thereafter, be lodged with the secretary of the state and with the town clerk of Putnam.
