Senator PROXMIRE. The subcommittee will come to order.

This morning the subcommittee will begin its hearings on the 1970 budget request for the District of Columbia.

We are pleased to have before the Committee Commissioner Walter Washington and Assistant Commissioner Thomas Fletcher. For the benefit of the committee, Mr. Commissioner, would you present and identify any other officials you desire to present from the District of Columbia accompanying you here this morning.

Commissioner WASHINGTON. Mr. Herman, our Budget Officer, Mr.
Sutton, Director, Office of Budget and Executive Management, Mr.
Dugas, Director, Department of Economic Development.

Mr. FLETCHER. Let me introduce as many as we can, Mr. Senator.
Senator PROXMIRE. Why don't you just skip that?

Mr. FLETCHER. The entire bench line of the District is here.
Senator PROXMIRE. Every member is a distinguished person either
of the Congress or of the District of Columbia city government.
Why don't you go ahead, Mr. Commissioner. I know you have a
statement and I also know that you unfortunately have to leave on a
very sad mission, a funeral at a quarter to 11, so will you proceed in
your own way, and I understand Mr. Fletcher will take over.

Commissioner WASHINGTON. Mr. Fletcher and the rest of the staff, and I will return and be at your pleasure.
