Bonds to be issued. A. D. 1853. hereby authorized and directed to issue bonds, in order to raise the money necessary, to be countersigned by the Comptroller General, for the sum of two hundred and fifty thousand dollars, which shall be payable in the year of our Lord one thousand eight hundred and seventy-one, bearing interest not exceeding six per centum, to be payable semi-annually at the Treasury of the State, and that the faith and funds of the State be, and the same are hereby pledged to secure the payment of the said bonds; Provided, The said bonds shall not be sold under par.
