FOREWORD

The following survey of the policy of the United States toward maritime commerce in war is based on official documents, principally treaties, diplomatic correspondence, and court decisions, the texts of which are appended. The development of policy is treated chronologically as a whole and attention is focused on the following outstanding and persistent problems:

(1) Enemy goods in neutral ships;
(2) Neutral goods in enemy ships;
(3) Definition of contraband of war;

(4) Continuous voyage and rule of the war of 1756;
(5) Validity of blockade;

(6) Immunity of private property at sea.
