Art. 22. Newspapers published in the Spanish language, and sent direct from New Granada to the United Kingdom of Great Britain and Ireland, or from one port in New Granada to another, by the British mailpackets, shall be conveyed and delivered free from any charge for British postage.

In like manner, newspapers published in the United Kingdom, in whatever language, and conformably to the British laws which regulate their publication and circulation, shall, when sent direct from the United Kingdom to the Republic of New Granada by the British mail-packets, be conveyed free from charge, and shall also be conveyed by the mails of the Republic, and delivered free from any charge for postage.

Newspapers which may be sent by the British mail-packets direct from a British colony or possession to a port in New Granada, shall be conveyed by the mails of the Republic, and delivered free from any charge for postage.

Newspapers which may be sent by the British mail-packets direct from New Granada to a British colony or possession, or to any of the foreign ports at which such packets may touch, shall be subject to no higher charges than newspapers conveyed direct from one British colony to another, or from a Rritish colony to any of the foreign ports at which the British packets may touch.

When newspapers are conveyed by private ships between New Granada and the United Kingdom, or between New Granada and a British colony or possession, the sum of one penny shall be levied by the British Post Office on each newspapers on its dispatch, and the same on its delivery.

When newspapers are conveyed by private ships from a British colony or possession to a port in New Granada, the sum to be levied on their delivery in the Republic shall not exceed one penny sterling on each

newspaper.

Art. 23. It is hereby declared, in order to avoid any interpretation contrary to the intentions of the two Governments, that the advantages which either party may derive from the stipulations contained in the present Convention, are to be understood as being in virtue of, and in return for, the reciprocal obligations which it has hereby contracted.

Art. 24. The present Convention shall come into operation at the expiration of three months after the exchange of the ratifications. The Convention is concluded for five years from the date of the exchange of the ratifications, which shall take place at Bogota within ten months, or sooner if possible; after the expiration of the said five years, it shall continue in force for five years more, and so on successively, until either

DE LAS RATIFICACIONES DE LA CONVENCION DE CORREOS ENTRE LA REPÚBLICA DE LA NUEVA GRANADA I EL REINO UNIDO DE LA GRAN BRETAÑA E IRLANDA.

En la ciudad de Bogotá a 17 de diciembre de 1847, se reunieron en la oficina de Relaciones Esteriores de la Nueva Granada Manuel Ancízar, Secretario de Estado i del espresado Despacho de Relaciones Esteriores, i Daniel Florencio O'Leary, Encargado de Negocios de Su Majestad Británica, con el objeto de canjear las ratificaciones de la Convencion de correos entre la República de la Nueva Granada i el Reino Unido de la Gran Bretaña e Irlanda, concluida en esta capital a 24 de mayo del presente año. I habiendo presentado los actos orijinales de ratificacion de sus Gobiernos respectivos, i halládolos en la forma acostumbrada, se hicieron mútua entrega i cambio de dichos instrumentos.

En fe de lo cual, espiden por duplicado la presente dilijencia, que firman i sellan con sus sellos particulares.

DE AMISTAD, COMERCIO I NAVEGACION ENTRE LA REPÚBLICA DE LA NUEVA GRANADA I S. M. SARDA.

En el nombre de la Santísima Trinidad.

Habiéndose establecido mucho tiempo ha relaciones comerciales entre la República de la Nueva Granada i los dominios de S. M. el Rei de Cerdeña, se ha creido conveniente, para la seguridad i fomento de aquellas relaciones, confirmarlas por medio de un tratado de amistad, comercio i navegacion.

Con este objeto, el Presidente de la República de la Nueva Granada ha conferido plenos poderes al Señor D. Eladio de Urisarri, Ajente Diplomático en Roma i Encargado de Negocios cerca de S. M. el Rei de Cerdeña.

Essendosi già da molto tempo stabilite delle relazioni commerciali fra i Dominii di S. M. il Re di Sardegna e la Repubblica della Nuova Granata, si è creduto conveniente, per maggiormente assicurare e promuovere le predette relazioni, il raffermarle per mezzo di un trattato di amicizia, commercio e navigazione.

A quest' oggetto S. M. il Re di Sardegna ha conferito Pienipoteri all'Eccmo. Conte D.
