The principal sources of these data are the Decennial Census of Population (see text, p. 1) and the Biennial Survey of Education conducted by the Office of Education. Other statistical studies of the Office of Education, publications of the National Education Association, annual or biennial reports of the individual State agencies which have jurisdiction over education, and the Current Population Survey conducted by the Bureau of the Census (see text, p. 2) are the additional regular sources of data in the field of education. State laws vary concerning the compulsory school attendance of children. However, most State laws require that formal schooling begin at 7 years of age and extend until 16 years of age. Data on school enrollment are available from the Decennial Census of Population since the Census of 1840 and on educational attainment from the same source for 1940 and 1950. The Current Population Survey of the Bureau of the Census has reported on school enrollment annually beginning in 1945, and on educational attainment periodically beginning in 1947. Biennial Survey of Education reports include a variety of information presented in much detail for each school level (kindergarten, elementary, secondary, and college). A major difference between the Current Population Survey of the Census Bureau and the Biennial Survey of the Office of Education is that the former shows education data for the country as a whole by age and other population characteristics, whereas the latter shows data on attendance, staff, and finances for the United States and individual States. The Office of Education also issues annually the Digest of Annual Reports of State Boards for Vocational Education. Enrollment and attainment.-School enrollment statistics of the Bureau of the Census are based on attendance or enrollment in any regular school (or college) within a given period. Attainment statistics are based on the last full grade completed by a student. A regular school as defined in this respect by the Bureau of the Census is any public, private, or parochial school, college or university, but excludes nursery schools or, generally, vocational, trade, business, or correspondence schools; kindergartens were also excluded until October 1950. Schools. The school data shown here from the Biennial Survey of Education are reasonably complete for the types of education covered, but do not include figures for private schools of art, music, drama, etc., for private, commercial, trade, and vocational schools, or private correspondence schools. The comparability of elementary or secondary school data over a period of years was invalidated by the introduction of the junior high school which includes the 7th and 8th grades of the traditional elementary school and the 9th grade of regular high school. A comparable time series utilizing these data is possible only on the strict basis of grade enrollment, grades 1 through 8 as elementary and grades 9 through 12 as secondary.
