Company, and each of its Receivers, July 1st, 1911. Upon examination of the complaint, affidavits and exhibits, the Commission find:

That on or about July 23d, 1910, W. A. Gosline & Company shipped a carload of coal from their mine at Jackson, Ohio, to their order at Toledo, in D. T. & I. car 6192; that said car of coal was never delivered to the consignees at Toledo but, through error on the part of the employes of defendants, was transported to Detroit, Mich., and there delivered to the Houghton-French Coal Company; that complainants have never received pay for the coal, and that, on November 2d, 1910, complainants made claim upon defendants for the sum of $25.80, which sum represented the value of the coal shipped in D., T. & I. car 6192, as above recited; that said claim has not been paid.

The Commission, therefore find that there is due said complainants, W. A. Gosline, Jr., and H. J. Heywood, by said defendants, George K. Lowell, Benjamin S. Warren and Thomas D. Rhodes, Receivers, The Detroit, Toledo and Ironton Railway Company, and The Detroit, Toledo and Ironton Railway Company, the sum of twenty-five dollars and eighty cents ($25.80).

The Commission further find that the complainants, W. A. Gos-, line, Jr., and H. J. Heywood, are residents of Lucas County, Ohio, and it is ordered that the finding of the Commission in this matter be certified to the Clerk of the Court of Common Pleas of Lucas County, Ohio.

We, O. P. Gothlin, J. C. Sullivan and O. H. Hughes, constituting The Public Service Commission of the State of Ohio, do hereby certify the foregoing to be the finding of The Public Service Commission of Ohio in the above entitled matter, as shown by the records and files of said Commission.

ADMINISTRATIVE ORDERS

Administrative Order No. 12.

At a regular session of the Railroad Commision of Ohio, held at its offices in the City of Columbus, Ohio, on the eighth day of May, 1911.

Present: Oliver P. Gothlin, Chairman, John C. Sullivan and Oliver H. Hughes, Commissioners.

The application of The Detroit, Toledo and Ironton Railway Company, by George K. Lowell, one of the Receivers and General Manager of said company, for a further extension of time within which to equip its caboose cars in accordance with an act entitled, "An Act to regulate the manner of construction of all caboose cars used by any common carrier within this State," passed April 21st, 1910, having been filed with the Commission, the same came on this day for hearing. After full hearing and for good cause shown, it is

ORDERED, That the said The Detroit, Toledo and Ironton Railway Company be and it is hereby granted a further extension of time until June eighth, 1911, within which to prepare all of its caboose cars in use in the State of Ohio to comply with said act, which have not, heretofore, been so prepared, which further extension of time the Commission considers reasonable. It is further

ORDERED, That the said The Detroit, Toledo and Ironton Railway Company file with this Commission, at the expiration of the period hereinbefore indicated, a detailed statement, showing the number of caboose cars in use on its line in the State of Ohio, together with the number of caboose cars in use in said State of Ohio constructed, or reconstructed to comply with said act.

Administrative Order No. 13.

At a regular session of the Railroad Commission of Ohio, held at its offices in the City of Columbus, Ohio, on the eleventh day of May,

1911.

Present: Oliver P. Gothlin, Chairman, John C. Sullivan and Oliver H. Hughes, Commissioners.

The Commission having under consideration the physical condi

tion of the Cincinnati, Georgetown and Portsmouth Railroad, and it appearing from investigations and inspections made, that said road is in need of repairs, it is

ORDERED, That The Cincinnati, Georgetown and Portsmouth Railroad Company be, and it is hereby required to place at least seventeen thousand five hundred (17,500) ties in the track and bed of said. railroad, and that the roadbed of said railroad be ditched and drained by the fifteenth day of July, 1911, and that the repairs hereinafter enumerated be made on the following bridges, to wit:

Little Miami River Bridge: All defective stringers, crushed corbels and decayed blocking under bents to be replaced and renewed in a space of twelve hundred feet west of the steel work. A guard-rail to be constructed on the trestle work east of the steel structure, and the ties in this portion of the bridge to be properly spaced.

Bridge No. 9: New bents to be erected to replace those now in service supporting the steel girders, and the approaches to this. bridge rebuilt.

Bridge No. 18: All stringers, corbels, bents and blocking under bents to be renewed.

Bridge No. 22: A guard-rail to be constructed and all decayed. caps, sills and ties to be replaced and renewed.

Bridge No. 24: Decayed stringers and ties to be replaced, guardrail repaired and the bridge straightened up by proper blocking.

Bridge No. 26: All decayed and faulty stringers, corbels, blocking, bents, guard-rail and sills in this structure to be replaced.

Bridge No. 27: All decayed and faulty stringers, corbels, blocking, bents, ties, guard-rail and sills in this structure to be replaced.

Bridge No. 34: All decayed and faulty stringers, corbels, blocking, bents, ties, guard-rail and sills in this structure to be replaced.

Bridge No. 35: All decayed and faulty stringers, corbels, blocking, bents, guard-rail, ties and sills in this structure to be replaced and the bridge plumbed.

Bridge No. 37: All decayed and faulty stringers, corbels, blocking, bents, ties, guard-rail and sills in trestle work east of steel girder to be replaced and renewed.

Bridge No. 39: All decayed and faulty stringers, corbels, blocking, bents, ties, guard-rail and sills in this structure to be replaced and renewed.

Bridge No. 40: Decayed ties, and blocking in embankment walls to be renewed.

Bridge No. 42: Decayed stringers to be renewed, the bridge retied and guard-rail constructed.

Bridge No. 43: All stringers to be renewed.

White Oak Bridge: West of steel work; first bent, decayed sills to be replaced; third bent, plumb post on south side and corbel block to be replaced; decayed stringers in second and fourth spans to be renewed. East of steel work; first bent, corbel and blocking on south side to be renewed; second bent, cap to be renewed; decayed stringers in third and fourth spans to be renewed; fifth bent, cap to be renewed; decayed stringers on north side of sixth span and on both sides in seventh and ninth spans to be renewed; third bent, decayed batter posts to be renewed; fourth bent, decayed sills and batter posts to be renewed; fifth, sixth and seventh bents to be repaired. The remaining twenty-three bents to be replaced. The steel structure to be adjusted.

Walnut Creek Bridge: Filling of this structure to be completed at once or new bridge to be erected.

City Run Bridge: Decayed ties to be replaced and a proper guard-rail constructed.

Camp Run Bridge: Decayed ties to be replaced and a proper guard-rail constructed.

Straight Creek Bridge: A guard-rail to be constructed on wooden trestle work, and decayed corbels and cap on eighth bent from east end to be renewed.

Martins Hollow Bridge: To be rebuilt.

It is further

ORDERED, That no passenger car, propelled by electricity, be operated or permitted to run over or upon any portion of the track of said railroad between Carrel Street Station, Cincinnati, Ohio, and Russellville, Ohio, at a rate of speed to exceed twenty (20) miles per hour; and it is further

ORDERED, That no passenger car, propelled by electricity, be operated or permitted to run over or upon any of the bridges herein enumerated at a speed to exceed eight (8) miles per hour; and it is further

ORDERED, That no freight train and no passenger train consisting of more than one car propelled by steam or electric power, be operated or permitted to run over or upon any portion of the track of said railroad between Carrel Street Station, Cincinnati, Ohio, and Russellville, Ohio, at a rate of speed to exceed fifteen (15) miles per hour; and it is further

ORDERED, That no freight train and no passenger train consisting of more than one car propelled by steam or electric power, be operated or permit to run over or upon any of the bridges herein enumerated at a speed to exceed six (6) miles per hour; and it is further

ORDERED, That the foregoing provisions of this order limiting the speed of cars and trains operated by said company shall remain in full force and effect until revoked by this Commission.

At a regular session of the Railroad Commission of Ohio, held at its offices in the City of Columbus, Ohio, on the twenty-sixth day of May, 1911.

At a regular session of the Railroad Commission of Ohio, held at its offices in the City of Columbus, Ohio, on the twelfth day of June, 1911.

Present: Oliver P. Gothlin, Chairman, and John C. Sullivan, Commissioners.

The Commission having under further consideration the physical condition of The Cincinnati, Georgetown and Portsmouth Railroad and it appearing from investigations and inspections made that said road and roadbed has been improved and put in repair by the placing of new ties and ballasting and the levelling up of the track thereof, it is, therefore,

ORDERED, That so much of an order issued by the Commission under date of May 11th, 1910, and designated as Administrative Order
