Railroad Commission of Ohio.

SIR: The sixth annual report of the Railroad Commission of Ohio is herewith submitted for your consideration. This report exhibits, in part, the work of the Commission from July 1st, 1910, to June 30th, 1911. No account is taken herein of the hundreds of cases disposed of informally, nor is mention made of the work of the safety appliance and boiler inspection departments. The accomplishments of these departments have been of the highest efficiency and have been material factors in promoting a greater degree of safety in railroad operation. However, the results of their inspections, investigations and expert deductions are communicated directly to the carriers, to be used for their guidance, and it is not considered necessary, nor even advisable, to enlarge this record with these details, so that there will be found in this volume only a compilation of the formal cases considered by the Commission, formal orders issued, conference rulings and statistical tables.

In 1867 the office of the Commissioner of Railroads and Telegraphs was created. The powers of the commissioner were restricted and his duties were limited. At that time there was not the necessity for regulation by governmental authority of public service corporations that has since arisen. Railroad development was going on rapidly, but the telephone, electric service and interurban railroads. were unknown, and public utilities that have since grown to be important factors in the business of the people, were then in their experimental stages. With the development of the railroad operation, further and more efficient regulation became necessary. The carriers were failing to respond in efficient service at reasonable rates, to the
