The Public Health Service have at this time, as you know, an institution down there for the study and care of that type of disease, and when it came to the question of drawing plans we sent for that man to come up and go over them.

Mr. CRAMTON. Do you think it is desirable to duplicate their plant, instead of

Mr. HINES. Their plant is a leased plant and a very dilapidated old building. I feel this way: We are all working for the Government, and whatever patients they have should be in this institution and not to duplicate in any way.

The CHAIRMAN. Have you any other place you bought, that we have not discovered yet?

Mr. HINES. No, sir; they are all indicated on here. At Aspinwall, Pa., the site was acquired by the bureau in exchange with the Treasury Department, and originally they contemplated building a tuberculosis hospital. Out of the unobligated amount of this $17,000,000 $168,000, I think, is the total amount that is set aside for Aspinwall. To complete that project will require more money, and that hospital was in the original list. You read it off there.

The CHAIRMAN. Yes.

Mr. HINES. District No. 3. But there is not sufficient funds in this $17,000,000 to complete that project.

The CHAIRMAN. Have you obligated all of your $5,000,000?

Mr. HINES. All but $160,000, and that is set aside for Aspinwall. But we can not go any further with Aspinwall

The CHAIRMAN. Unless you get more money?

Mr. HINES. Unless we get more money.

The CHAIRMAN. How much money are you short on the whole program?

Mr. HINES. On the whole program, to fill in the gaps where there are no hospitals now existing, and to replace a hospital in New York which was purchased under the first Langley bill, that is the Bronx Hospital, to replace temporary construction (that is really frame buildings), hospitals now in frame buildings and fire hazards, it will require $6,500,000. The third Langley bill-hearings have been held on it, and there is no doubt this committee has seen the hearings on that bill.

The CHAIRMAN. I have not.

Mr. HINES. I will be glad to see that the hearings come to the committee. That rounds out the hospital program as far as I can possibly see it.

NUMBER OF PATIENTS NOW IN HOSPITALS.

The CHAIRMAN. How many patients have you now?

Mr. HINES. We have 24,000 in hospitals.

The CHAIRMAN. That is about 6,100 less than you had, is it not, or 6,200?

Mr. HINES. I think the peak was about 31,000.

The CHAIRMAN. It was about 32,000, was it not?

Mr. HILLER. That is estimated.

The CHAIRMAN. No; I think I have it as 32,000 patients or else they did not tell the truth.

Mr. HINES. We will put that into the record, Mr. Chairman, with your permission.
