Mr. Young from the joint committee on enrolled bills, reported that the committee had presented to the Governor for his approval. "An act to incorporate the Cape Girardeau Insurance Company." "An act to incorporate the Farmer's and Mechanics' Insurance Company of St. Louis."

"An act to incorporate the St. Louis Insurance Company," and "An act to view and mark out a State road."

The Speaker laid before the House the following communication from the Governor.

The House met pursuant to adjournment.
A message from the Senate by Mr. Bowen.

MR. SPEAKER-There have been introduced into the Senate.
"A bill to establish a perpetual insurance company in St. Louis,"

and

"A bill to provide for publishing a state map."

The Senate have agreed to the amendments made by the House, to a bill from the Senate entitled:

"An act to prohibit the publication, circulation, and promulgation of abolition doctrine,s" and

Have concurred in the passage of bills from the House, entitled: "An act to charter the Herculanium bridge company."

"An act to amend an act to fix the salary of civil officers." "An act to incorporate the Osage mining and smelting company." "An act to amend an act, entitled an act to provide for levying, assessing and collecting the revenue."

"An act to establish a state road from Ste. Genevieve to Caledonia, and from Caledonia to Curtois mines."

Which are herewith submitted, with amendments to the last mentioned act, in which the concurrence of the House is requested. The Senate have passed bills entitled:

"An act to divorce Joab Moberly and Sally his wife," and "An act to amend an act respecting School lands,"

Which are herewith submitted for the action of the House.

The Senate insist on their amendments to a bill from the House entitled:

"An act to appropriate a sum of money for building a capitol and for other purposes," and have appointed

Messrs. Sterigere, Rawlins and McDaniel, to confer with the committee appointed by the House in relation to the same.

The Senate have concurred in the passage of a bill from the House entitled:

"An act to charter the Union Bank of the State of Missouri." With sundry amendments, in which the concurrence of the House is requested.

Mr. Woodson from the joint committee on enrolled bills, reported as truly enrolled bills entitled:

"An act to incorporate the Florida and Paris rail road company." "An act to incorporate the Liberty rail road company,"

"An act to establish the Pike Academy."

"An act to dissolve the bonds of matrimory, existing between Joseph Hamilton and Rebecca his wife." and

"An act to incorporate the Boonslick and Marine fire insurance company."

Mr. Price from the same committee, reported as truly enrolled. "An act to incorporate the Hannibal, Paris and Grand river rail road."

All of which were signed by the Speaker of the House, and transmitted to the Senate.

Mr. Williams presented the petition of George W. Payton, and Marcus Thomas, asking additional compensation, for distributing the Laws and Journals of the last General Assembly.

The reading of which was dispensed with, and

The petition referred to the committee on claims.

Mr. Williams, presented the remonstrance of sundry citizens of the counties of Cole and Morgan, against the organization of a new county, out of a part of each of said counties.

The reading of which was dispensed with, and

It was referred to the same select committee, to which was referred the petitions on that subject.

Mr. Edwards presented the request of Messrs. Price and Robison, that lot No. 588, in the city of Jefferson, be reserved from sale. The reading of which was dispensed with, and

It was referred to the committee on the Seat of Government. Mr. Jackson from the committee on Public Salines, submitted a report on that subject, showing that there yet remains unsold 23,324 and 27-100 acres of Saline land, belonging to the state, which was read."

On motion of Mr. Wright of Warren,

The House passed over the previous orders and the amendments made by the Senate to the bill which originated in the House entitled.

"An act to charter the Union Bank of the State of Missouri," Were taken up and read.

On motion of Mr. Bowlin,

That amendment, which strikes out "K. McGunnegle" and inserts "Collier" was disagreed to.

On motion of Mr. Chambers,

The amendment as a second additional section, was amended by striking out the words "to endeavor," in the third line of that section. The other amendments to said bill as amended, were then concurred in by the House.

Mr. Price from the joint committee on Enrolled Bills, reported that the committee had presented to the Governor for his approval, bills entitled

"An act to incorporate the Florida and Paris Rail Road Company" "An at to establish the Pike Academy."

"An act to dissolve the bonds of matrimony existing between Joseph Hamilton and Rebecca his wife."

"An act to incorporate the liberty rail road Company."

"An act to incorporate the Hannibal, Paris and Grand river Rail Road Company," and

"An act to incorporate the Boonslick Marine Fire Insurance Company,"

The amendment made by the Senate to bills from the House entitled

"An act to establish a state road from St. Genevieve to Caledonia, and from Caladonia to Courtois Mines" and

"An act to incorporate the Hannibal and New London Turnpike Company," were read and

The amendments to the first bill disagreed to, and those to the second concurred in.

Mr. Monroe from the committee of conferrence, to which was referred the disagreement of the House of Representatives to the amendments made by the Senate, to a bill from this House entitled "An act to provide for building a capitol and for other purposes," Reported that said committee recommend to the two Houses, the following amendment, to-wit.

First. Section 8th, line 6th, strike out "one hundred," and insert "seventy five." Second. In the 4th line of the same section, after the word "of" insert the word "all" and after the word "sold,” insert the words "provided said State House and lots appertaining to the same, shall not be sold for a less sum than fifteen thousand dollars, and that said State House &c. shall be offered for public sale, within the next two years; six weeks previous notice to be given, in at least three public newspapers of General circulation,"

Which was read and concurred in by the House.

On motion of Mr. King,

The House returned to the order of second reading of bills.

A bill from the Senate entitled

"An act to organize Miller county,"

Was read a second time.

Mr. Barnes moved

The indefinite postponement of the bill.

Mr. Barnes called the previous question, which was negatived. Mr. Monroe moved

To lay the bill on the table, which was negatived.

The question was then put on the indefinite postponement of the

bill.

Mr. Monroe requested the ayes and nays, which were ordered, and the question decided in the negative. Ayes 28-nays 38.
