To amend the second section of the bill, by way of ryder, by striking out of said section all after the word "merchandise," in the 2d line, and inserting "shall be fifteen dollars semi-annually." Which was read the first and second time.

To amend the ryder, by striking out "fifteen," and inserting "ten," and the question being upon agreeing to the amendment to the amendment.

SEC. 4. Said Mayor and Aldermen shall have power to prohibit by ordinance the future building, erection or repairs of any frame or wooden building within the limits bounded on the North by Cherry street, on the East by the Eastern limits of the city, on the south by Almond street, and on the west by fourth street, and to punish the infraction of such ordinance by fine, and to remove the said buildings as a nuisance to the public."
