MR. SPEAKER-The Senate have passed bills from the House entitled.

"An act supplementary to an act concerning patrols" and

"An act concerning traders and pedlars in flat boats," with an amendmendment to the last, in which the concurrence of the House is requested

The Speaker laid before the House a communication from the Secretary of State, transmitting an abstract of the census of Jackson county, as amended and returned by said Sheriff, after his first return. Which was read and laid upon the table.

The Speaker laid before the House the following communication from the Governor:

The following resolution was adopted.

Resolved, That the committee on the Militia be instructed to revise the militia law, so as to form one entire new law, embracing such alterations as they may deem expedient and proper."

On motion of Mr. Redman

The following resolution was adopted:

Resolved, That the committee on Ways and Means inquire into the fact, whether any sheriff can appoint any person under twenty one years of age as deputy collector, and if not, then report a bill taking off or repealing that restriction.

On motion of Mr. Turner,

The following resolution was adopted.

Resolved, That a Select Committee of five, be raised to inquire into the expediency and propriety of passing a law, regulating the navigating the navigable streams within the jurisdiction of this state with steam boats, and that said committee report by bill or otherwise: whereupon,

Messrs. Turner, Thomas, Ellison, Kelly and Redman, were appointed that committee.

On motion of Mr. Young,

The following resolution was adopted:

Resolved, That the committee on the Judiciary inquire into the fact, whether an Administrator, by the existing law is bound to exe

cute his bond to the state, or any person, and if not, report a bill providing for the same.

On motion of Mr. Woodson,

The following resolution was adopted:

Resolved, That the judiciary committee inquire into the expediency of permitting any person sued in the circuit courts to have the privilege of confessing judgement before the clerk in vacation.

Mr. Wilson of Van Buren, pursuant to notice, leave being given, introduced,

"A bill to organize the county of Bates,"

Which was read the first time and ordered to a second reading. Mr Bay gave notice that on to-morrow he would ask leave to introduce

"A bill to amend an act entitled an act to establish a state road from the city of St. Louis to the city of Jefferson, by the way of Manchester and Union."

Mr. Turner submitted the following resolution:

Resolved, That the evening sessions of this House from this day, be commenced at two o'clock in the evening. Which was rejected. Mr. Woodson gave notice that on to-morrow he would ask leave to introduce

"A bill to organize the county of St. Clair."

"A bill granting pre-emption rights to actual settlers on certain school lands,"

Was read a second time, and committed to a committee of the Whole House.

A bill from the Senate entitled

"An act to amend an act to provide for the recovery of debts by attachment,"

Was read a second time and referred to the committee on the Judiciary.

"A bill to prevent Foreign Banking Companies from setting up agencies or transacting banking business within the limits of this

state."

Was read the third time.

Mr. Thomas proposed to fill the first blank in the seventh section with "the first of October."

Mr. Simmons moved to fill said blank with "the first of March." Mr. King proposed to fill it with "the first of June."

Mr. McGunnegle moved

To lay the bill and amendments on the table.

Mr. Hunter called for the previous question, and

The question then being, shall the main question be now put?
Was decided in the affirmative, and

The question then being upon laying the bill upon the table,
Was decided in the negative.

Mr. Morris then proposed to fill the first blank in the seventh section, with "the first of July."

Mr. Barnes proposed to fill it with "the fourth of July."

The question was then put on filling said blank with "the first of October," and decided in the affirmative.

Mr. Barnes moved

To fill the second blank in the seventh section with the word "four" Mr. King proposed to fill it with "one."

Mr. Detchemendy proposed to fill it with "six."

On motion of Mr. Clark,

The vote on filling the first blank in the seventh section, with "the first of October," was reconsidered,

Mr. McGunnegle then moved

To amend the bill by way of ryder as follows: after the words "1837," in the eighth line of the seventh section, insert the following: provided that said agency shall not increase its loans on the discount line,

Which was read the first and second time, and

The question then being on ordering the ryder to be engrossed and read the third time,

Mr. Watts called for the previous question, when

The question was shall the main question be now put? and

Decided in the affirmative. And

The ryder was then ordered to be engrossed and read the third time.

The question was then put on filling the first blank in the seventh section with "the first of October,"

Which was at the request of Mr. Clark, decided by ayes and nays in the negative. Ayes 27-nays 42.

THURSDAY, JANUARY 5, 1837.

The House met pursuant to adjournment.

Messrs. Penn and Woolfolk appeared and took their seats, Mr. Young from the joint committee on enrolled bills, reported that said committee had examined and found truly enrolled,

"An act to organize the counties of Livingston, Macon, Taney and Linn"

Which was signed by the Speaker of the House, and transmitted to the Senate.

Mr. Cravens of Pettis, from the committee on claims to which was referred the petition of John Moore, Commissioner for the sale of Seminary lands in the Cape Girardeau land district, reported. "A bill for the relief of John Moore."

Which was read the first time and ordered to a second reading Mr. Caldwell from the,select committee, to which was referred the petition of Chapel Carstarphen, reported,

"A bill for the relief of Chapel Carsiarphen,"

Which was read the first time, and ordered to a second reading. Mr. Persell, from the select committee to which was referred the petition of sundry citizens of the counties of Morgan, Pulaski, and Benton, praying for the organization of a new county, reported "A bill to organize the county of Barbour,"

Which was read the first time, and ordered to a second reading,
