"A bill to charter a rail road from St. Louis to the valley of Bellevieu."

"A bill to define the general powers, privileges and liabilities of corporations."

A bill from the Senate entitled

"An act supplemental to an act entitled, an act to incorporate a company to make a McAdamized road from Caledonia in Washington county to the Mississippi river." And

"A bill to incorporate the Louisiana and Columbia Rail Road Company."

Were severally read the second time, and

Referred to a committee of the Whole House.

"A bill to organize the counties of Caldwell and Daviess," Was read a second time, when

Mr. Blythe offered the following amendment, to-wit:

"Strike out all of the first section after the word "at," in the fourth line, and insert the following: "a point where the township line, dividing townships fifty-four and fifty-five, intersects the range line, dividing ranges twenty-five and twenty-six, thence north along the said range line to the division line between townships fifty-seven and fifty-eight, thence west along said line to the division line between ranges twenty-nine and thirty, thence south along said line to the division line between townships fifty-five and fifty-four, thence along said line to the point of beginning.'

Which amendment was read and agreed to, and

The bill was then ordered to be engrossed and read the third time. "A bill to provide for fixing the permanent seat of justice in the county of Van Buren,"

Was read a second time, and

On motion of Mr. Wilson of Van Buren,

Ordered to be engrossed and read a third time.

Mr. Monroe moved,

That the House pass over the previous orders of the day, and resolve itself into a committee of the Whole House-which was negatived.

"A bill supplementary to an act entitled, an act to regulate the sale of the sixteenth sections and to provide for organizing, regulating and perpetuating common schools,"

Was read a third time and passed.

"A bill declaring the county road from Booneville to Georgetown, a part of the State Road," and

"A bill from the Senate, entitled "an act, to establish an Academy in the town of Liberty,"

Were severally read the third and passed.

The amendments made by the Senate, to the bill from the House, entitled

"An act, to incorporate the South St. Louis Steam Ferry Company,"

Were read and concurred in.

On motion of Mr. Chambers,

The "memorial (from the Senate) to attach lands reserved for certain half breed Indians to this state,"

Was taken up and passed.

Mr. Doniphan, pursuant to notice, leave being given, introduced "A bill to attach a certain Territory to Clay and Clinton counties" Which was read the first time, and

Ordered to a second reading.

On motion of Mr. Monroe,

The House resolved itself into a committee of the Whole,
Mr. Fort in the chair, and

After spending some time therein, rose and their chairman reported.
That the committee have had under consideration

"A bill to amend an act, entitled "an act, respecting the Attorney General and Circuit Attorneys," approved, January 5th, 1835," and Report the same with an amendment.

Which report was concurred in, and

Said bill ordered to be engrossed, and read the third time. Mr. Price, from the joint committee on enrolled bills, reported That said committee had presented to the Governor for his approval.

"An act supplementary of an act, entitled an act, concerning evidence."

"An act to regulate proceedings upon Writs of Mandamus."

"An act to incorporate the Central Fire Company of St. Louis." "An act to authorise James A. Crump and others, to keep a Ferry at the City of Jefferson."

"An act to survey and mark the Northern boundary of the state," and

"A resolution authorising the Auditor to draw his warrant in favor of James Arnold for $14 04."

On motion of Mr. Bowlin,

Resolved, That the committee on the permanent Seat of Government, be instructed to inquire into, and report upon the subject of erecting a Capital of the State, at the City of Jefferson, which report

is to embrace.

First. The plan of a Capital, solely for the use of the General Assembly of the state, with committee, Clerks and Library rooms; with an estimate of the probable cost of the same; if built of brick and finished in a complete style; if built of hewn polished stone, and finished accordingly.

Second. The plan of a Capital, embracing offices for all the Departments of the Government, and the estimate of costs; if built brick and finished in complete style; if built of hewn and polish stone, and finished accordingly.

The committee in cach estimate, to take into consideration that the same must be completely fire proof, in and out.

And that they be instructed to report a draft or plan of said building, and a probable estimate of the costs, on the several plans, according to the material used, which was adopted.

On motion of Mr. Minor,

The vote on the adoption of the above resolution was reconsidered, and

On motion of Mr. Monroe,

The resolution was amended by striking out the words, "the committee on the permanent Seat of Government be instructed," and inserting in lieu thereof the words, "a select committee be appointed." And then the resolution as amended was adopted.

Whereupon-Messrs. Thomas, Clark and Edwards, were appointed that committee.

Mr. Chambers submitted the following resolution:

"Resolved, As the sense of this House, that having seen the successful struggle of Texas for freedom, and the happy termination of her efforts in the organization of a Republican form of Government, based on a Constitution of free and liberal principles; it is therefore our opinion that her freedom, and National Independence ought to be acknowledged by the United States; and that so soon as her independence shall have been acknowledged by Mexico, she ought in conformity with the expressed wish of the people of Texas, to be admitted into the Union.

Therefore, be it resolved. That a committee of five be raised to prepare, and report to this House, a memorial to Congress expressive of the sense of this House, in conformity with the above."

Which was read, and

On motion of Mr. Young,

Laid on the table.

Mr. Groom gave notice, that on to-morrow he would ask leave to introduce

"A bill, to provide for building a Bridge across Loutre Creek." Mr. Monroe submitted the following resolution:

"Resolved, By the House of Representatives of the State of Missouri, That it is expedient and proper that this General Assembly make an appropriation at the present session for building a State House."

On motion of Mr. Fort,

A call of the House was ordered,

When all the members answered with the exception of Messrs. Barnes, Burns, Duncan, Fewell and Hunter, absent sick, and

Absent, Messrs. Alford, Blythe, Bowlin, Caldwell, Coalter, Davis, Edwards, Gordon, Gray, McCausland, Maupin, Minor and Wright of Washington.

The clerk delivered a list of the absentees to the door-keeper, who was instructed to request their attendance.

Mr. Fort moved to lay the resolution on the table.

Pending which, Messrs. Caldwell, Turner, Bowlin, Minor, Wright of Warren, Maupin, Gray, Blythe, McCausland and Hunter appeared and took their seats.

The question was then taken on laying the resolution on the table, which at the request of Mr. Monroe.

A Message from the Senate by M. Bowen.

MR. SPEAKER-I am directed to inform the House of Representatives that the Senate have had under consideration the resolution. from the House, in relation to the election of a Warden of the Penitentiary, and have ordered the same to be laid upon the table. The Senate have passed

"A bill to encourage the destruction of Wolves,"

Which is herewith submitted for the concurrence of the House. On motion of Mr. Fort,

The House resolved itself into a committee of the Whole, on the orders of the day, and having spent some time therein, the committee rose, and their chairman Mr. Cravens of Pettis reported,

That the committee had according to order, again had under consideration,

"A bill to charter the Union Bank of the State of Missouri," and have made some progress therein, and ask leave to sit again, Which was granted by the House, and

On motion,

The House adjourned.

THURSDAY, DECEMBER 22, 1836.

The House met pursuant to adjournment.

Mr. Young from the Joint Committee on enrolled bills, reported as truly enrolled,

"An act to incorporate the South St. Louis Steam Ferry Company."

"An act for the relief of E. McAlexander, late Sheriff of Saline county."

"An act for the relief of. Ammon Knighton."

"An act to establish an Academy in the town of Liberty."

"A memorial on the subject of Land Patents and field notes," and "A memorial to the Congress of the United States, to attach a point of land reserved for the half breed Indians, situated between the Mississippi and Desmoines rivers to this state."

Which were severally signed by the Speaker of the House, and transmitted to the Senate.

Mr. King presented the petition of sundry citizens of Rocheport, praying for a charter to Campbell A. McPhatridge, for the purpose of supplying the town of Rocheport with water from the river by conveying the same by steam or other power, &c., and

On motion of Mr. King,

The reading of said petition was dispensed with, and it was referred to a Select Committee.

Whereupon-Messrs. King, Calvert and Canole, were appointed that committee.

Mr. Edwards from the committee on Ways and Means, to which was referred a resolution, directing an inquiry into the expediency of so amending the revenue law, as to exempt widows from taxation in certain cases, and also a resolution directing an inquiry into the expediency of making licenses transferable, reported,

That it is inexpedient to exempt widows from taxation, or to make licenses transferable, and asked to be discharged from the further consideration of said resolutions, and said committee were discharg ed accordingly.

Mr. Edwards, from the same committee, to which was referred a resolution, instructing said committee, to report

"A bill, obliging collectors of the revenue, when they receive taxes for land, to designate in their receipt, the particular tract of land or town lot so receipted for," also,

"A resolution, directing an inquiry into the expediency of increasing the salary of the Treasurer of this state, reported,

"A bill to amend an act, entitled

"An act, to provide for levying, assessing and collecting the reve nue."
