MONDAY MORNING, DECEMBER 19, 1836.

THE House met pursuant to adjournment.

Mr. Cravens of Pettis from the committee on Claims, to which was referred the petition of Charles J. Drury, praying compensation for carrying an express from Montgomery county to Palmyra, asked to be discharged from the further consideration thereof, and that the petition be referred to the committee on the Judiciary-which was done accordingly.

Mr. Wright of Pike, from the committee on Internal Improvement to which was referred the resolution directing the committee to inquire into the expediency of repealing the law respecting the "road and canal fund," reported, that it is inexpedient to repeal said law at the present time, and asked to be discharged from the further consideration of the subject.

Which report was agreed to.

Mr. Wright of Pike, from the committee on Internal Improvement, reported

"A bill to define the general powers, privileges and liabilities of corporations,"

Which was read the first time and ordered to a second reading. Mr. Cravens of Pettis, from the committee on Claims, to which was referred the petition of G. P. Thomas, for work and labor done on the Governor's House, reported, that the petitioner has been amply paid for all the said work, and asked to be discharged from the further consideration of the petition.

Which report was concurred in, and the committee discharged. Mr. Chambers from the Select committee, to which was referred the petition and accompanying documents on the subject reported "A bill to incorporate the Louisiana and Columbia Rail Road Company,"

Which was read the first time, and ordered to a second reading. Mr. Bay from the Select committee to which was referred "a bill supplementary to an act entitled, an act to regulate the sale of the sixteenth sections, and to provide for organizing, regulating and perpetuating common schools," reported the same with sundry amend

ments.

Which were read and concurred in, and

The bill as amended ordered to be engrossed and read a third time. Mr. Emmons pursuant to notice, leave being given, introduced "A bill to incorporate the town of St. Charles,"

Which was read the first time and ordered to a second reading. Message from the Senate by Mr. Brown.

MR. SPEAKER-I am instructed to inform the House of Represen

tatives that John W. Bowen has been elected Assistant Secretary of the Senate.

On motion of Mr. Wilkerson,

Resolved, That the committee on Ways and Means be instructed to inquire into the expediency of allowing persons a reasonable compensation, for their services in returning the poll books of elections from the different precincts to the clerk's offices.

Mr. Hunter gave notice, that on Thursday next, he would ask leave to introduce a bill to appropriate one thousand dollars to finish and complete the road across the Big Swamp, situate on the line between the counties of Cape Girardeau and Scott.

On motion of Mr. Bay,

The rule requiring one day's notice previous to bringing in a bill was dispensed with, and leave being given, he introduced

"A bill to establish an academy in the town of Union,'

Which was read the first time and ordered to a second reading. Mr. Wilson of Van Buren pursuant to notice, leave being given, introduced

"A bill to provide for fixing the permanent seat of justice in the county of Van Buren,"

Which was read the first time, and ordered to a second reading. The "bill declaring the present county road from Boonville to Georgetown a part of the state road,"

Was read the second time, and

On motion of Mr. Cravens of Pettis,

Ordered to be engrossed and read the third time.

Was read the second time, and

"An act to regulate inspections of Tobacco,"
Was read the second time, and

On motion of Mr. Bowlin,

Referred to the committee of the Whole House.

The engrossed bills entitled

"A bill for the relief of William B. Napton."

"A bill to survey and mark out a state road from Paris in Monroe county to the mouth of the Des Moines river." And

"A memorial on the subject of land patents and field notes." Were severally read the third time and passed.

A message from the Senate by Mr. Brown.

MR. SPEAKER-There has been introduced and passed in the Senate,

"A resolution to make the interest of the three per cent fund арplicable to the payment of the allowance to Andrew Ramsay. Also "A memorial to Congress to attach a point of land reserved for half breed Indians, situated between the Mississippi and Des Moines rivers, to this state."

Have passed the Senate.

Mr. Monroe from the committee on the permanent Seat of Gov. ernment, to which was referred a resolution directing that committee to inquire into the expediency of selling a portion of the lots in this city, belonging to the state during the present session of the General Assembly, reported

"A bill to provide for selling lots in the City of Jefferson," Which was read the first time, and

Ordered to a second reading.

Mr. Monroe from the same committee to which was referred so much of the Governor's Message as relates to the building of a State House, reported

"A bill, appropriating money to build a State House,"

Which was read a first time, and

Ordered to a second reading.

Mr. Monroe from the same committee to which was referred so much of the Governor's Message as recommends that the offices of Warden of the Penitentiary, and commissioner of the permanent Seat of Government be seperated, reported

"A bill providing for the appointment of a Commissioner of the permanent Seat of Government,"

Which was read a first time, and

Ordered to a second reading, and

On motion of Mr. Monroe,

The rule requiring bills to be read on three several days, being dispensed with, and the three last mentioned bills,

Were severally read a second time, and

Referred to a committee of the Whole House, and

The first and third mentioned bills, were made the special order of the day for to-day.

Mr. Fulkerson presented the petition of Marlin Warren, praying

for a divorce from the bonds of matrimony by him contracted with Ruth Warren his wife, which was read.

Mr. Emmons moved

To refer said petition to the committee on the Judiciary, Which was negatived, and

On motion of Mr. Fulkerson,

It was referred to a select committee.

Whereupon, Messrs. Fulkerson, Noland and Jackson were appointed that committee.

Mr. Doniphan from the select committee to which was referred the petitions of sundry citizens of the Territory North of Ray county, reported

"A bill to organise the counties of Caldwell and Daviess,"

Which was read a first time, and

Ordered to a second reading.

Mr. Edwards submitted the following resolution.

"Resolved, That the committee on the Penitentiary be discharged from the further consideration of the resolution to inquire into the expediency of renting out the Penitentiary, which was rejected. On motion of Mr. Monroe,

The House resolved itself into a committee of the Whole on the order of the day,

Mr. Wright of Warren in the chair, and after spending some time. therein rose, and their chairman reported,

That the committee have had under consideration

"A bill providing for the appointment of a Commissioner of the permanent Seat of Government, and have passed over the same, also,

"A bill to provide for selling lots in the City of Jefferson," and Report the same with an amendment.

"A bill to authorise James A. Crump and others, to keep a Ferry at the City of Jefferson," and

Report the same with amendments,

Which report was concurred in.

The amendments made to the bill last mentioned in said report, Were ordered to be considered as engrossed, and

That the bill and amendments be read a third time, which was done.

Mr. Fort moved to amend the bill by way of ryder, by striking out in the fifth line of the first section, the words "exclusive right and privilege,"

Which was read the first and second time, and

The question then being, shall the ryder be engrossed, and read the third time,

Was at the request of Mr. Fort,

Decided by ayes and nays, in the negative-Ayes 7, Nays 40. Ayes-Messrs. Alexander, Allard, Cravens of Pettis, Fort, Hancock, Morris and Turner.
