A message from the Senate by Mr. Brown.

MR. SPEAKER-The Senate has receded from their first amendment to the resolution to authorize the Warden of the Penitentiary to employ an overseer and guard.

There has been introduced into the Senate a joint resolution to appoint a committee of five on the part of the Senate to co-operate with such committee as may be appointed on the part of the House, to lay off the state into convenient and suitable Judicial circuits.

Mr. Watts introduced the following resolution.

Resolved, That the committee on elections be instructed to inquire into the expediency of so amending the law in relation to elections, that the state be divided into districts for the purpose of electing representatives to the Congress of the United States, and that the Missouri river be the line as far as practicable. Which

On motion of Mr. Noland,

Was ordered to lay upon the table.

On motion of Mr. Fort

The House resolved itself into a committee of the Whole, on the orders of the day, Mr. Noland in the chair, and having spent some time therein, rose and their chairman reported that the committee have had under consideration

"A bill for the relief of Andrew Ramsey," and

Recommend to the House, that the bill and the accompanying documents be referred to a select committee, with instructions to report thereon to the House, which report was agreed to, and

Messrs. Doniphan, Noland and McCausland, were appointed that committee.

On motion of Mr. Watts, the following resolution was adopted. Resolved, By the House, the Senate concurring therein, that the Secretary of State be requested to deliver to the joint committee on printing, all bids delivered to him for the printing of the present session."

Mr. Woolfolk submitted the following resolution, which was rejected.

Resolved, that the committee on the Judiciary be instructed to inquire into the expediency of increasing the fees of Constables."

Mr. Young from the joint committee on Enrolled Bills, reported that said committee had presented to the Governor for his approval, a bill entitled,

"An act to incorporate the Marine Insurance company of St. Louis."

On motion of Mr. Edwards,

The following resolution was adopted

Resolved That the committee on Internal Improvements be instructed to inquire into the expediency of granting a charter, for the construction of a Rail Road from Caledonia in the county of Washington, by way of Massey's Iron Works and Jefferson city to Boonville, with a view of ultimately extending said road to the western boundary of the state.

On motion of Mr. Price,

The House resolved itself into a committee of the Whole, Mr. Hunter in the chair, and having spent some time therein, rose, and their chairman reported, that said committee had had under consideration,

"A bill to charter the Union bank of the State of Missouri," and Had made made some progress therein and ask leave to sit again, which was granted by the House, and

On motion

The House adjourned.

WEDNESDAY MORNING, DECEMBER 14, 1836.

The House met pursuant to adjournment.

Corbin Alexander, esq. a member of the House from the county of St. Francois appeared, produced his credentials, was qualified and took his seat.

Mr. Edwards presented the petition of Granville P. Thomas, praying compensation for extra work by him done upon the Governor's House, and

On his motion,

The reading of the same was dispensed with, and it was referred to the committee on Claims.

Mr. Wright of Pike from the committee on Internal Improvoments to which was referred so much of the Governor's message as relates to Internal Improvements, and to which was also referred a resolution directing an inquiry into the propriety of employing a Geologist for this state reported,

"A bill to provide for a general system of Internal Improvement in the state of Missouri,"

Which was read the first time and ordered to a second reading. Mr. Young from the joint committee on Enrolled Bills, reported as truly enrolled

"A joint resolution authorising the Warden of the Penitentiary, to employ an overseer and guards.

Which was signed by the Speaker of the House and transmitted to the Senate.

Mr. Cravens of Pettis pursuant to notice, leave being given, introduced,

"A memorial on the subject of land patents and field notes," Which was read the first time and ordered to a second reading.

Mr. Cravens of Pettis introduced the following resolution. Resolved, That the committee on elections be instructed to inquire into the expediency of so changing the manner of holding elections, that each general election shall hereafter be held at the county seats only, and that said election continue at least three days.

Which was rejected.

Mr. Speaker laid before the House the following communication from the governor:

It was considered as engrossed, and read a third time and passed. "A bill to incorporate the South St. Louis Steam Ferry Company."

"An act to provide for the collection of the revenue for the county of St. Louis."

"A joint resolution to pay certain moneys to Garrard Long, Lewis Franklin and others" therein mentioned.

"An act providing for the pay of James B. Bowlin, for services rendered the state," and

"An act to change the names of certain children therein mentioned, and for other purposes.

All of which are herewith submitted.

They have also passed the following bills which originated in the House of Representatives.

"A bill entitled "an act, for the relief of John T. Cleveland."

"A bill entitled "an act, declaring certain county roads, a part of the state road."

"A bill entitled "an act, to provide that an act entitled an act, to provide for the sale of Township School Lands, in Saline and other counties, be made applicable to Lafayette and other counties," and "A bill entitled "an act, for the relief of Edwin Swink," and also "A bill entitled "an act, to declare the assent of this state, to the extension of the Western boundary."

The Senate have agreed to the amendment made by the House of Representatives, to "a memorial to Congress, on the subject of preemption rights to actual settlers on the public lands," and have disagreed to the amendment of the House, to

"A bill for the relief of Joseph McCarty,"

Which is here with returned for the re-consideration of the House of Representatives.

On motion of Mr. McGunnegle,

The bill to authorise the State Treasurer to receive the surplus revenue; was taken up, when

Mr. Noland offered to amend the bill by way of preamble as follows:

"Whereas, By an act of Congress, approved June twenty-third, eighteen hundred and thirty-six; it is provided among other things, that portions of the surplus revenue shall be deposited among the several states of the Union, in proportion to the representation of each of the states, in both branches of Congress, and

Whereas, The General Assembly in accepting her portion of the surplus revenue upon deposit, are unwilling that this act should be
