PREFACE.

My thanks are due to Hon. Peter A. Dey of Iowa City, Ia, whose sixteen years of almost continuous service as a member of the Iowa Railroad Commission nine years as its chairman-have given him, in matters of railroad control, a rich experience, which has been constantly at my disposal. Hon. Frank T. Campbell of Des Moines, Ia., formerly a member of the Board of Railroad Commissioners, Mr. W. W. Ainsworth, the present secretary of the Board, and Mr. D. N. Lewis of the official force, have placed me under obligations to them by their readiness in furnishing me with all desired information. I wish to acknowledge the kind and helpful suggestions of the Editor of this series, and to thank Mr. Earle W., Dow of the University of Michigan for valuable assistance in proofreading.
