Any citizen of the United States alleging that he has invented any new and useful art, machine, manufacture, or compofition of matter, or any ufeful improvement thereon, he may present a petition to the fecretary of ftate, who fhall make out letters patent in the name of the United States, for the fole and exclufive privilege of making, ufing, and vending the fame, to him, his heirs, executors, and afligns for the term of fourteen years; to bear tefte by the Prefident of the United States, and to be examined by the Attorney-General,

matter which has been patented, fhall not have liberty

PENALTIES MITIGATED OR REMITTED. When any person fhall have incurred a fine, penalty, forfeiture, or difability, or shall be interested in any veffel or goods, fubject to feizure, forfeiture, or difability by any revenue-law, or by any act concerning the registering or recording of fhips or veffels, or concerning the coafting-trade and fisheries, and fhall prefer his petition to the district judge, ftating his cafe; fuch judge, giving notice to all concerned, fhall enquire into the facts, and tranfmit the fame with the petition to the Secretary of the Treafury, who fhall have power to remit or mi tigate fuch fine, forfeiture or penalty, or remove fuch difability, if incurred without any wilful negligence or intention of fraud iii. 403
