CHAPTER LXVI.

An Act to authorize the Prefident to call out and ftation a Corps of Militia, in the four Western Counties of Pennsylvania, for a limited Time.

United States, be called forth and stationed in the four western counties of Pennsylvania, if, in the judgment of the Prefident, the fame shall be deemed neceffary to fupprefs unlawful combinations, and to caufe the laws to be duly executed: Provided, that the term of fervice of any one quota of the militia, to be called into actual fervice, pursuant to this act, fhall not exceed three months after they shall have arrived at the place of rendezvous.

Sec. 2. And be it further enacted, That the Prefident of the United States be, and he is

An Act to amend and explain the twenty-fecond
Section of "the Act establishing the judicial
Courts of the United States."

HEREAS, by the twenty-fecond fec

States," it is provided, that "every justice or judge figning a citation on any writ of error, fhall take good and fufficient fecurity, that the plaintiff in error fhall profecute his writ to effect, and anfwer all damages and costs, if he fail to make his plea good." And whereas doubts have arisen as to the extent of the fecurity to be required in certain cafes:

An Act authorizing a Loan of two million of

E it enacted by the Senate and Houfe of Reprefentatives of the United States of America, in Congress affembled, That

Prefident of the Prefident of the United States be empow United ered to borrow, on behalf of the United States, any fum not exceeding two million of dollars, at an intereft not exceeding five per cent. per annum, reimburfable at the pleasure of the United States, to be applied to fuch public purposes, as are authorized by law, and to be repaid out of the duties on impoft and tonnage, to the end of the year one thoufand feven hundred and ninety-five.
