To the Legislature of the State of Michigan:

Pursuant to the requirements of law, I have the honor to submit to your honorable body the following biennial report of this department of the public service.

This report commences October 1, 1886, and closes June 30, 1888, embracing a period of one year and nine months, The present exhibit is necessitated by the law requiring State officers to complete their reports at the close of the new fiscal year ending June 30.
