Anson Academy, in favor of.

Chapter 29.

Resolve in favor of Anson Academy in the town of Anson.

Resolved, That the sum of five hundred dollars is hereby annually appropriated for the term of ten years to Anson Academy, an institution of learning in the town of Anson, in the county of Somerset, provided, however, that the appropriation is made on the express condition that the trustees of said institution shall maintain and keep in operation, a school equal in rank and grade of teaching with a first class academy, and provided further, that the governor and council and superintendent of common schools shall have a right at all times to visit said school when the same shall be in operation; and if, in the opinion of the governor and council, said institution at any time hereafter shall fail to fulfill the conditions contained in this resolve, they may in their discretion withhold the appropriation herein granted.

Gould's Academy, in favor of.

Chapter 30.

Resolve in favor of Gould's Academy, Bethel, Oxford county.

Resolved, That the sum of eight hundred dollars is hereby appropriated annually for the term of ten years, to Gould's Academy, an institution of learning located in the town of Bethel, in the county of Oxford, provided, however, that this appropriation is made on the express condition that the trustees of said institution shall maintain and keep in operation a school for at least three terms in each year, equal in rank and grade of teaching with a first class academy, and provided further, that the governor and council and superintendent of common schools, shall have a right at all times to visit said school when the same shall be in operation; and if, in the opinion of the governor and council, said institution at any time hereafter shall fail to fulfill the conditions of this resolve, they may in their discretion withhold the appropriation herein granted.

Chapter 31.

Resolves relating to the American Merchant Marine.

WHEREAS, the American Merchant Marine has been in a languishing condition for many years; and whereas, its restoration to its former footing is a matter of vital importance to the nation, whether considered in an economic and industrial point of view, or as bearing on our means of defence in time of danger; and whereas, foreign governments have favored the increase of their Merchant Marine by subsidies, bounties, subventions and other agencies; and whereas, a wise system of postal and tonnage subsidies would stimulate in our country the business of ship-building, which is the parent of ship-owning, and would aid in restoring our former supremacy in the ocean traffic; therefore

Resolved, That the Legislature of Maine hails with satisfaction the efforts made in the Congress of the United States to pass the measures known as the Tonnage and Postal Subsidy Bills, and that we recognize the valuable services which our Senators and Representatives in Congress have rendered to the country in their advocacy of these measures.

Resolved, That a copy of these resolutions be transmitted to each member of our delegation in Congress, by the Secretary of State.

Resolve in aid of a road, from Black Brook Bridge to Richardson's Lake in county of

Oxford.

Resolved, That there be and hereby is appropriated for the year eighteen hundred and ninety-one, the sum of two hundred dollars and for the year eighteen hundred and ninetytwo, the sum of two hundred dollars to aid in building a road from Black Brook Bridge to Richardson's Lake in county of Oxford, said money to be expended in town of Andover North Surplus under directions of the county commissioners of said county.

Chapter 33.

Resolve making appropriations for the Passamaquoddy Tribe of Indians.

Resolved, That there be paid from the state treasury, to be expended under the direction of the governor and council, to the agent of the Passamaquoddy tribe of Indians, for the benefit of said tribe, for the years eighteen hundred and ninety-one and eighteen hundred and ninety-two, as follows: For May dividends, five hundred dollars each year; for distressed and contingent poor, three thousand and two hundred dollars each year; for November dividends, five hundred dollars each year; for bounty on crops, two hundred dollars each year; for ploughing, one hundred and fifty dollars each year; for salary of governor, one hundred dollars each year; for salary of lieutenant governor, forty dollars each year; for fuel, five hundred dollars each year; for contingent purposes, one hundred and fifty dollars each year; for salary of priests, two hundred dollars each year; for dressing of land, one hundred and fifty dollars each year; for agricultural purposes, six hundred dollars each year; for salary of agent, two hundred dollars each year; for basket ash, one hundred dollars each year; for repairing school house at Pleasant Point, two hundred and fifty dollars, to be expended in eighteen hundred and ninety-one; for repairing church at same place, one hundred and fifty dollars, to be expended in eighteen hundred and ninety-one, and for repairing town hall at the same place, one hundred dollars, to be expended in eighteen hundred and ninety-one, the same to be expended under the direction of the agent and resident priest. All the foregoing sums to be expended under the direction of the governor and council, for the purposes for which they are appropriated, and for none other and any sums of money not expended for the purpose for which it is appropriated, shall not be allowed to said agent in the settlement of his account.

Chapter 34.

Resolve providing for the purchase and distribution of Coffin's Supplementary Digest of the

Maine Reports.

Resolved, That the secretary of state be, and is hereby Coffin's Digest, authorized to contract for the purchase of six hundred copies purchase of. of Coffin's Supplementary Digest of the Maine Reports, at a sum not exceeding four dollars and fifty cents per copy, said digest to be equal in paper, printing and binding, to Plaisted and Appleton's Digest, and the secretary of state is hereby required to distribute said digest, the same as Maine Reports are by law distributed.

Chapter 35.

Resolve in favor of Oak Grove Seminary.

Resolved, That the sum of eight hundred dollars is hereby annually appropriated out of the state treasury, for the term of ten years, to Oak Grove Seminary, an institution of learning located in the town of Vassalboro, in the county of Kennebec, provided, however, that this appropriation is made on the express condition that the trustees of said institution shall maintain and keep in operation a school equal in rank and grade of teaching with a first class academy, and provided further, that the governor and council and superintendent of common schools, shall have a right at all times to visit said school when the same shall be in operation; and if, in the opinion of the governor and council, or if in the opinion of the superintendent of common schools, said institution at any time hereafter shall use any part of the amount hereby appropriated for any other purpose except to pay for instruction, or shall fail to fulfill the conditions contained in this resolve they may in their discretion withhold the appropriation herein granted.

Road in Indian township, in favor of.

Chapter 36.

Resolve making an appropriation for repairs of roads in Indian Township, Washington
County.

Resolved, That the sum of four hundred dollars be, and hereby is appropriated for the year eighteen hundred and ninety-one, and the sum of four hundred dollars for the year eighteen hundred and ninety-two. All of which sums so appropriated are to be expended under the direction of the county commissioners of Washington county upon the Houlton and Baring road, and the road leading from said Houlton and Baring road to Grand Lake Stream in Indian Township in Washington county.

Chapter 37.

Resolve in favor of L. W. Look.

Resolved, That there be, and hereby is appropriated, the sum of two hundred and sixty dollars, to be paid to L. W. Look of the town of New Vineyard, county of Franklin, for the loss of cattle by contagious disease.

Highways in Somerset and Franklin counties, in favor of.

Chapter 38.

Resolve in aid of building and repairing the highway in the plantations of Dead
River, Jerusalem and Highland, in the counties of Somerset and Franklin.

Resolved, That there be, and hereby is appropriated, the sum of six hundred dollars, to aid in building and repairing the highway leading out of Flagstaff through Dead River and Highland Plantations, in the county of Somerset, and Jerusalem Plantation in the county of Franklin, four hundred dollars of the above amount, to be drawn by, and expended under the direction of the county commissioners of the county of Somerset; and two hundred dollars to be drawn by, and expended under the direction of the county commissioners of Franklin county.
