Chapter 263.

An Act concerning public drains in the town of Eden.

Be it enacted by the Senate and House of Representatives in Legislature assembled, as follows:

Abutters upon the line of a public drain, and the owners of contiguous private drains, in the town of Eden, may enter and connect with it, any drain, from any building or cellar, on written application to the municipal officers of said Eden, distinctly describing the building or cellar to which it applies, and paying therefor what they determine. They shall then give the applicant written permits to enter said drain, and drain the buildings and cellar so described, only, which shall be available to the owner of the building and cellar so described, his heirs, executors, administrators and assigns, without any other subsequent permits, charge or payment. Said officers shall establish such other regulations and con- Municipal ditions for entering public drains as they deem expedient. All of chapter sixteen of the revised statutes, except section four of said chapter, shall be applicable to said town of Eden.

Chapter 264.

An Act granting permission to Arthur Hegan and others to construct a bridge across the
Little Marsh River in Prospect and Frankfort.

Be it enacted by the Senate and House of Representatives in Legislature assembled, as follows:

Permission is hereby granted to Arthur Hegan and others to construct and maintain a bridge across South Branch stream of Marsh river, in the towns of Prospect and Frankfort, said bridge to cross said stream at a point to the south of and near Frank Goodwin's quarry wharf in the town of Prospect, and striking Frankfort at some convenient point south of Mosquito Mountain canal.

An Act in relation to the Maine State Pythian Relief Association.

Be it enacted by the Senate and House of Representatives in Legislature assembled, as follows:

The Maine State Pythian Relief Association is hereby made subject to the provisions of section six of chapter two hundred and thirty-seven of the public laws of the year one thousand eight hundred and eighty-nine, entitled "An Act relating to Life and Casualty Insurance on the Assessment plan."

Chapter 266.

An Act to authorize the Rockland and Thomaston Gas Light Company to enter upon the business of Electric Lighting.

Be it enacted by the Senate and House of Representatives in Legislature assembled, as follows:

SECT. 1. The Rockland and Thomaston Gas Light Company, first having obtained the consent of all the stockholders, is hereby authorized to add to its business the manufacture of electric current for the production of light and power, and the sale of the same; and to that end may purchase the electric light plant now existing in the city of Rockland.

SECT. 2. For the carrying on and development of this business, the said company may increase its capital stock to an amount not exceeding one hundred and fifty thousand dollars.

SECT. 3. This act shall take effect when approved.

Be it enacted by the Senate and House of Representatives in Legislature assembled, as follows:

SECT. 1. The Castine Railway and Navigation Company build a railroad. after it shall have taken a lease or conveyance of the fran

chise, corporate rights and other property of the Penobscot CHAP. 267 Central Railroad Company may issue its own bonds for the purpose of raising funds with which to build and equip a railroad from Castine in the county of Hancock to Milo Junction in the county of Piscataquis, and secure said bonds by a joint mortgage, in its own name, of the franchises, corporate rights and other properties of both said railroads, and may construct, maintain and operate a telephone and may construct telegraph line along the lines of said roads and the branches. thereof, and with the power to establish and collect tolls on said line or lines.

SECT. 2. Said Castine Railway and Navigation Company is hereby authorized to enter into an agreement with the state of Maine for the transportation over its railroad, so far as constructed, and over the lines of railroad which it may lease or purchase, of troops and munitions of war, in times of war, insurrection or civil commotion, free of charge other than as herein provided, for a period of twenty years from and after the passage of this act, and to receive therefor from said state, annually, for the term of said contract, an amount which shall equal ninety-five per cent of the taxes collected in the corresponding year by said state from said corporation, upon its road and other real and personal property, including its stock and franchises, and also including that purchased or leased or in which it may acquire an interest under its charter. Whenever such a contract shall be executed by said corporation and approved by a majority vote of its stockholders at a meeting duly called for that purpose, and shall be presented to the treasurer of said state, it shall be the duty of said treasurer to execute said contract in behalf of said state, and thereafter said treasurer shall pay over to said corporation each year during the term of said contract the amount provided in this section.

SECT. 3. This act shall take effect when approved.

Chapter 268.

An Act to incorporate the Long Island Railroad Company.

Be it enacted by the Senate and House of Representatives in Legislature assembled, as follows:

SECT. 1. Edward P. Chase, George F. Gould, Napoleon B. Chase, Richard K. Gatley, Benjamin W. Storer and Herbert G. Briggs, all of Portland in the county of Cumberland, their successors and assigns, are hereby constituted a corporation by the name of Long Island Railroad Company, with authority to construct, maintain and operate a railroad, either by steam, horse power or electricity, for the carriage of freight and passengers around the shore of Long Island, in Portland harbor, from a point at or near the steam boat wharf and around the shore of said island to the starting point, over the streets on said island, subject to the consent of the municipal officers of said city of Portland, or over private property with authority to take all necessary property, with all the rights and privileges and subject to all the duties and liabilities of the laws of this state.

SECT. 2. The capital stock of said corporation shall not exceed fifty thousand dollars, to be divided into shares of one hundred dollars each, and no share shall be issued for less than its par value.

SECT. 3. Said corporation shall have power to purchase and hold such real estate as may be necessary or convenient for the purposes of said railroad.

SECT. 4. Said corporation or their directors may from time to time determine what parts of their railroad they desire to operate, and at what portion of the year they desire to operate the same; and they shall not be holden to operate the whole or any portion thereof for more than six months of any one year.

SECT. 5. Said corporation is hereby authorized to issue bonds for the purpose of constructing its railroad, or for money which it may borrow for any purpose sanctioned by law. Said bonds to be issued in sums of not less than one hundred dollars each, payable in not more than twenty years from their date, with interest payable semi-annually.

SECT. 6. This act shall be void unless said railroad shall be completed, or in process of construction on or before the

first day of November in the year of our Lord eighteen CHAP. 269 hundred and ninety-three.

SECT. 7. Nothing in this act shall deprive the legislature Charter, may be

An Act to authorize the Thomaston Street Railway Company to extend its railroad to Saint
George.

Be it enacted by the Senate and House of Representatives in Legislature assembled, as follows:

An Act to amend chapter one hundred and seventy-nine of the Private and Special Laws of eighteen hundred and sixty-seven of the state of Maine, entitled "An Act for the protection of trout in Cathance Lake, Washington county."
