Provided, that the amount appropriated shall be disbursed under the direction of the board of regents by the warrant of the auditor of public accounts drawn upon the state treasurer, and that no warrant shall be drawn in excess of the receipt of money in the state treasury in the University fund, and that no salary shall be paid. during the continuance of this appropriation to exceed $2,500 per annum for the service of a chancellor, or $1,800 for the service of any professor in the state University; and that $5,000

per annum of said amount appropriated shall be expended for the use of the college farm.

SEC. 3. to the fact that the said act was passed after
the making up of the regular appropriation
bill there was default in the appropriation for
salaries of said stenographic reporters to the
amount of six thousand two hundred and fifty
dollars; therefore,

Be it enacted by the Legislature of the State of
Nebraska:

SECTION 1. That the sum of six thousand two hundred and fifty dollars ($6,250), or so much thereof as may be necessary, be and is hereby appropriated out of any funds in the state treasury not otherwise appropriated, for the purpose of paying the deficit in the salaries of said official stenographic reporters from the first day of March, A. D. 1879, to the thirtyfirst day of March, A. D. 1881, in pursuance of an act entitled "An act to amend Chapter thirteen of the Revised Statutes of 1866, enand approved February 27th,

titled 'Courts,'

SEC. 2. An emergency existing, this act shall take effect and be in force from and after its passage. Approved February 14th, A. D. 1881.

CHAPTER 10.

AN ACT to authorize the contribution by the state of Ne-
braska of a memorial block of stone to the Washington
National Monument.

Be it enacted by the Legislature of the State of
Nebraska:

SECTION 1. That the board of public lands and buildings are hereby authorized and direct

ed to cause to be prepared in accordance with the regulations of the Washington National Monument Society and to present to said society for its use in the erection of said monument a memorial block of stone bearing the coat of arms of the state of Nebraska, accompanied by such other devices or inscriptions as said board may consider appropriate. Said memorial block to be of Nebraska stone.

SEC. 2. The sum of one thousand dollars or Appropriation. so much thereof as may be necessary is hereby appropriated out of the general fund for the purpose of carrying into effect the provisions of this act.

AN ACT entitled "An act for the relief of Wm. A. Brown."

WHEREAS, R. H. Miller, the treasurer of Otoe Preamble. county, state of Nebraska, did on the 24th day of July, A. D. 1874, employ William A. Brown, the proprietor of the Daily and Weekly Nebraska Press, a newspaper of general circulation in said county, to publish the delinquent tax list under the provisions of an act to provide relief for delinquent tax payers, passed and took effect February 27, A. D. 1873, and

WHEREAS, William A. Brown as aforesaid, did publish in said daily and weekly newspaper said delinquent tax list on the 24th day of July, 1874, and for four consecutive weeks thereafter as provided by said act, and

teen hundred and twelve squares, and was worth the sum of forty-five hundred dollars, two thousand of said sum having been expended by said William A. Brown for labor and large quantities of new material consisting principally of materials good for that work only, and

WHEREAS, The said William A. Brown did on the 7th day of September, A.D. 1874, present a bill for the same to the commissioners. of Otoe county for the sum of $4,500 who refused to pay the same, that said Brown then and there sued said county commissioners for said sum, which case was taken to the supreme court of the state where a decision was rendered that William A. Brown having failed to appeal from the decision made by the commissioners of Otoe county within the time required by the law that he could not recover, and

WHEREAS, The said William A. Brown has not received any payment whatever for the services rendered, and materials furnished as aforesaid, and

WHEREAS, The state of Nebraska would have been required to pay one thousand and five hundred dollars of said amount of $4,500 for publishing the delinquent tax list due the state of Nebraska if said appeal had been taken. within the time required by law by said William A. Brown who is justly and equitably entitled to the same, therefore

Be it enacted by the Legislature of the State of
Nebraska:

SECTION 1. That there is hereby appropriated out of any money in the treasury of the state of Nebraska not otherwise appropriated,
