in the Twenty-sixth Ward, Borough of Brooklyn, on the northerly side of Jamaica avenue, about 139 feet 11 inches easterly from Vermont avenue and extending through to the southerly side of Sunnyside avenue about 44 feet 5 inches easterly from Vermont avenue, having a frontage of 158 feet 9 inches on Jamaica avenue and 143 feet 8 inches on Sunnyside avenue, depth on the easterly side 256 feet and on the westerly side 309 feet, for a term of six months from the date of occupation, to be certified to by the Commissioner of Water Supply, said lease to be terminable at any time, on thirty days' notice from either party thereto, at a rental of fifty dollars ($50) per month, payable at the end of each month, the lessor to pay all taxes and water rents; and the Commissioners of the Sinking Fund, deeming the said rent fair and reasonable and that it would be for the interests of the City that such lease be made, the Comptroller is hereby authorized and directed to execute the same when prepared and approved by the Corporation Counsel, as provided by sections 149 and 217 of the Greater New York Charter.

The report was accepted and the resolution unanimously adopted.

The Comptroller presented the following statement and offered the following resolution relative to the refunding of Croton water rents paid in error:

OCTOBER 29, 1901.

SIR-Application has been made as per statement herewith, for the refund of Croton water rents paid in error. The applications are severally approved by the Commissioner of Water Supply or the Collector of Assessments and Arrears, and the amount so paid-three hundred and fifty-one dollars and fourteen cents ($351.14)--has been deposited in the City Treasury to the credit of the Sinking Fund for the Payment of Interest on the City Debt.

Resolved, That a warrant, payable from the Sinking Fund for the Payment of the Interest on the City Debt, be drawn in favor of the Chamberlain, for the sum of three hundred and fifty-one dollars and fourteen cents ($351.14) for deposit in the City Treasury to the credit of "Croton Water Rents-Refunding Account," for refunding erroneous payments of Croton water rents, as per statement submitted.

Which resolution was unanimously adopted.

The following communication was received from the Fire Department relative to the renewal of four leases : BOROUGH OF MANHATTAN, October 24, 1901.

Hon. ROBERT A. VAN WYCK, Mayor and Chairman, Commissioners of the Sinking Fund :

SIR-I have the honor, upon recommendation of the Chief of Department, to respectfully request that your Honorable Commission will please authorize renewals of leases of the following property occupied by this Department in the boroughs of Manhattan and The Bronx :

Borough of Manhattan.

1. Premises occupied by Engine Company No. 32, No. 108 John street, for a term of one year from January 1, 1902, at an annual rental of $1,800, payable quarterly, otherwise upon the same terms and conditions as are contained in the existing lease; Isabel R. Clark, lessor.

2. Premises occupied by Engine Company No. 30, No. 253 Spring street, for a term of one year from January 1, 1902, at an annual rental of $540, payable quarterly, it being understood that the Department is to have no privilege or renewal, the owner declining to assent thereto, otherwise upon the same terms and conditions as are contained in the existing lease; Trinity Church Corporation, lessor.

Borough of The Bronx.

3. Premises occupied by Engine 61, No. 1 White Plains road (known on the records of the Bureau of Chief of Department as No. 61 White Plains avenue), for a term of one year from February 1, 1902, at a monthly rental of $75; otherwise upon the same terms and conditions as are contained in the existing lease; the estate of Mrs. Elizabeth Heilman, lessor.

4. No. 2801 Third avenue (being premises in rear of quarters of Engine 41), for a term of one year from January 1, 1902, at an annual rental of $75, payable quarterly, and upon the same terms and conditions as are contained in the existing lease; Emma Henneberger, lessor.

In connection therewith the Comptroller offered the following resolution :

Resolved, That the Comptroller be and is hereby authorized and directed to execute renewals of leases to the City for the use of the Fire Department, as follows:

1. Premises No. 108 John street, Borough of Manhattan, for a term of one year, from January I, 1902, at an annual rental of eighteen hundred dollars ($1,800), payable quarterly; otherwise upon the same terms and conditions as contained in the existing lease thereof; Isabel R. Clark, lessor.

2. Premises No. 253 Spring street, Borough of Manhattan, for a term of one year from January 1, 1902, with the privilege of a renewal for an additional year, at an annual rental of five hundred and forty dollars ($540), payable quarterly, otherwise upon the same terms and conditions as contained in the existing lease; Trinity Church Corporation, lessor.

3. Premises No. 1 White Plains road, Borough of The Bronx (known on the records of the Bureau of the Chief of the Department as No. 61 White Plains avenue), for a term of one year, from February 1, 1902, at a monthly rental of seventy-five dollars ($75); otherwise upon the same terms and conditions as contained in the existing lease; the Estate of Mrs. Elizabeth Heilman, lessor.

4. No. 2801 Third avenue, being premises in the rear of quarters of Engine Company 41, for a term of one year, from January 1, 1902, at an annual rental of seventy-five dollars ($75), payable quarterly, and upon the same terms and conditions as contained in the existing lease; Emma Henneberger, lessor.

Which was unanimously adopted.

The Comptroller presented the following report relative to proposed lease of premises corner of Java and Franklin streets, formerly occupied by the Astral Branch of the Pratt Institute, for the Brooklyn Public Library:

Hon. BIRD S. COLER, Comptroller:

OCTOBER 24, 1901.

SIR-Frank P. Hill, Secretary pro tem, of the Brooklyn Public Library, in a communication to the Commissioners of the Sinking Fund of the City of New York, under date of September 18, 1901, states as follows:

"At a meeting of the Board of Directors of the Brooklyn Public Library, held September "17, the Secretary was instructed to notify you that the Board had accepted the Astral Branch formerly owned by the Pratt Institute, as a Branch of the Brooklyn Public Library system, "dating from September 15, 1901.”

-and in a subsequent communication under date of October 15, 1901, he states as follows:

"At a meeting of the Board of Directors of the Brooklyn Public Library, held September “17, 1901, it was voted to request the Sinking Fund Commission to make a lease of the rooms now occupied by the Astral Branch, corner of Java and Franklin streets, with the owner, "Morris Building Company, No. 207 Ryerson street, for two years from September 15, 1901, at fifty dollars ($50) per month, including heat."

I have caused an examination to be made of the premises corner of Java and Franklin streets, Borough of Brooklyn, formerly occupied by the Astral Branch of the Pratt Institute, and which was by resolution of the Board of Directors of the Brooklyn Public Library, on September 17, 1901, accepted as a branch of its system, and would submit the following report:

The premises are located on the northeast corner of Java and Franklin streets, on the first or street floor of a large brick building, constructed as a model tenement, occupying the entire frontage on the east side of Franklin street, between Java and India streets, known as "The Astral,' and owned by the Morris Building Company, George L. Olney, Secretary, No. 207 a corporation said to be controlled by parties interested in the Pratt Institute.

Ryerson street,

A branch of the Pratt Institute Library has been located there ever since the erection of the building, and I learn that a rental of $50 per month has been heretofore paid for the use and occupation thereof and steam-heat furnished by owner.

I am informed that this Branch Library was taken over with the understanding that the name "Astral" be retained and the people employed there accepted as part of the force of the Brooklyn Public Library.

The premises consist of one large room, 32 feet by 38 feet, giving a floor space of 1,200 square feet, which, at the rental asked, namely, $600 per annum, would give a rate of 50 cents per square

foot.

Light and janitor service are to be furnished by the City; the lessor is to clean and care for the sidewalks in front of said premises.

As no mention is made in the application as to time of payment of the the rent, I would recommend that it be paid quarterly. I am of the opinion that the terms of the proposed lease, viz. : $50 per month, payable quarterly, for two years from September 15, 1901, lessor to furnish heat, are reasonable and just, and that the same may properly receive the approval of the Commissioners of the Sinking Fund.

Proceedings of the Commissioners of the Sinking Fund at a Meeting held at the Mayor's Office at 12 o'clock M., on Wednesday, November 20, 1901.

Present Robert A. Van Wyck, Mayor; Bird S. Coler, Comptroller; Randolph Guggenheimer, President of the Council, and Robert Muh, Chairman, Finance Committee, Board of Aldermen.

The minutes of the meeting held October 30, 1901, were approved as printed.

The Comptroller presented the following reports relative to bonds sold September 16, October 29 and November 4, 1901:

To the Commissioners of the Sinking Fund:

SEPTEMBER 23, 1901.

GENTLEMEN-Sealed proposals were received by the Comptroller at his office on September 16, 1901, after due advertisement, in pursuance of law, for $3,000,000 of three and one-half per cent. Registered Corporate Stock of The City of New York, exempt from taxation (as hereinafter more particularly described), principal and interest payable in gold coin of the United States of America, of the present standard of weight and fineness.

The above-described stock is free and exempt from all taxation in the State of New York, except for State purposes, pursuant to the provisions of section 169 of chapter 378 of the Laws of 1897.

The principal of and interest on said stock are payable in gold coin of the United States of America, of the present standard of weight and fineness, pursuant to a resolution of the Commissioners of the Sinking Fund adopted June 9, 1898.
