New Mexico, in the manner prescribed by the constitution and laws of the United States; and the governor and secretary of the State of New Mexico shall certify the election of the senators and representatives in congress in the manner required by law. Sec. 21. The legislature shall pass all necessary laws to carry into effect the provisions of this constitution. Sec. 22. The term of office of all officers elected at the election aforesaid shall commence on the date of their qualification and shall expire at the same time as if they had been elected on the Tuesday next after the first Monday of November in the year nineteen hundred and twelve.
