The hearing this morning is on S. 2893, legislation recommended by the Interstate Commerce Commission concerning incidental charter rights. The Commission recommended that section 208(c) of the Interstate Commerce Act be amended to provide that motor common carriers of passengers shall not engage in special or charter operations except to the extent that they are presently authorized to do so or to the extent that they may hereafter be expressly authorized to engage in such operations by a certificate of public convenience and necessity. The hearing today is for the purpose of receiving testimony from the members of the Interstate Commerce Commission and its representatives and others interested in the measure. At the conclusion of today's hearing, the record will be held open for 7 days to afford an opportunity for submission of statements on S. 2893 for the record. At this point there will be inserted in the record a copy of the bill and the Commission's recommendation and statement of justification for this proposed measure. There will also be inserted in the record a copy of the comments on this bill by the Comptroller General and the Department of Justice. (The material referred to follows:) [8. 2893, 89th Cong., 2d sess.] A BILL To amend section 208(c) of the Interstate Commerce Act to provide that certificates issued in the future to motor common carriers of passengers shall not confer, as an incident to the grant of regular route authority, the right to engage in special or charter operations Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 208(c) of the Interstate Commerce Act is amended to read as follows: "(c) Any common carrier by motor vehicle transporting passengers under a certificate issued under this part on or before January 1, 1967, or under any reissuance of the operating rights contained in such certificate, may transport in interstate or foreign commerce to any place special or chartered parties under such rules and regulations as the Commission shall have prescribed."
