Ownership by a Puerto Rican corporation has tax advantages, and this is the principal reason for the recent development of such a fleet. In this respect, therefore, the tax advantages of S. 1858 support our belief that it is of more value than Section 511 of the Merchant Marine Act of 1936, as amended. In conclusion, we favor the passage of S. 1858 and further request that this Subcommittee re-examine the provisions of Section 1(b) for the purpose of amending such section as suggested herein.
