PREFACE

The constantly increasing use of gasoline and other inflammable and volatile oils constitutes a serious fire hazard, and prompts this department to prescribe the following Rules and Regulations with a view of minimizing the hazards to as great an extent as possible in the installation of above ground or underground tanks. In those cities or villages where local ordinances have been adopted covering the subject, it has been the policy of the State Fire Marshal's Department to permit such local regulation to govern matters arising within the jurisdiction of said cities or villages; interference only being made where a condition is so dangerous as to warrant immediate correction.

All cities and villages are urged to adopt ordinances regulating the storage, sale and use of these inflammable liquids in conformity with these Rules and Regulations.

SECTION 1. These rules and regulations

shall apply to all new plants, equipments and installations, but changes may be ordered in existing plants, equipments and installations, if in the opinion of the State Fire Marshal, these changes are deemed necessary owing to fire hazardous conditions.

SECTION 2. The term State Fire Marshal shall include any deputy or assistant State Fire Marshal.

CLASSIFICATION OF LIQUIDS

SECTION 3. For the purpose of these Rules and Regulations, Liquids are classified as follows: Class I — Liquids with a flash point below 25 degrees F. (4 degrees Centigrade) closed cup tester.

Class II Liquids with a flash point above that for Class I and below 75 degrees F. (21 degrees Centigrade) closed cup tester.

Class III Liquids with a flash point above

that for Class II and below 187 degrees F. (93 degrees Centigrade) closed cup tester.

The flash point shall be determined with the Elliott, Abel, Abel-Pensky or the Tag closed cup tester, but the Tag closed cup tester (standardized by the U. S. Bureau of Standards) shall be authoritative in case of dispute. All tests shall be made in accordance with the methods of tests as adopted by the American Society for Testing Materials.
