Preamble.

Whereas by an act of the Legislature of this state, passed on the thirteenth day of December, one thousand eight hundred and seventeen, authority is given to the City Council of Charleston, to permit and licence the managers of the Charleston Theatre, or any other person or persons to exhibit theatrical entertainments within the said city, and to impose and collect for each and every such licence, such sum as they may from time to time deem reasonable, provided the same does not exceed five hundred dollars.

1. Be it ordained, That no person or persons, shall be permitted to exhibit within the city of Charleston,

ny theatrical entertainment or entertainments, until e or they shall have first obtained from the City Council, a licence to exhibit the same, to continue or one year, and for which he or they shall have paid it the time of granting the same into the Treasury of the City, the sum of five hundred dollars. Provided always nevertheless, that the person or persons, to whom such licence shall or may be granted, will hot permit or allow negroes or persons of colour, either bond or free, admittance to any such exhibition, except such attendants, as from time to time shall have a written permission from the Intendant.

provided also, that the said person or persons to whom such licence is annually granted, shall not suffer or allow to be exhibited or represented any play, farce, interlude or after piece, which may have been, and from time to time shall be interdicted or prohibited by the City Council, under the pain and penalty of forfeiting, for each violation of the foregoing provisos, the continuance of his or their said licence.

2. That all ordinances or parts of ordinances repugnant to this ordinance, be and the same are hererepealed.

Fire-Masters.

Fire-Masters.

1. 2. That no person shall be obliged, to serve more than one year, in any term of five years, in any office to which he may be appointed under this ordinance. 3. That there shall be raised, and at all time hereCompany of after kept up, a company of Axe-Men, consisting of a foreman, and two assistants, with forty-seven privates. And as soon as this company of Axe-Men are associated for this purpose, they shall and may elect their own officers, and agree on some simple uniform adapted to their employment: they shall and may also make such rules and regulations for their government, as they shall think proper. Provided, That the said company, shall at all times of fire, be subject to the command of the supervising committee of Fire-Masters, and that their rules and regulations shall be subject to the revisal and correction of the Board of Fire-Masters; and that a monthly return of the strength of the said company, with all the appointments attached thereto, shall be made to the Board of Fire-Masters.

5. That the Board of Fire-Masters shall have power to provide a sufficient number of fire hooks, ladders and ropes, to be deposited in such parts of the city, as they shall deem most proper and advantageous.

6. That the Fire-Masters are hereby required, once in every three months to have the several engines Duty of Fireplayed off, and the persons enrolled to work the engines, shall be paid fifty cents each, if a white man, and if a slave or free person of colour, the sum of twenty-five cents each, and every time such engines are carried out to the public wells and played off to keep them in order; and in time of fire, the said persons, if white men, shall be paid a sum of fifty cents each, and if slaves or free persons of colour, twentyfive cents each, for every hour they shall be employed in working the engines. And for the further encouragement of persons enrolled under the managers of the engines, and those attached to their engines, to be active in conveying the said engines to extinguish fires, that over and above the aforesaid wages allowed them for that service, a reward of forty dollars shall be distributed by the Fire-Masters amongst the first three engines arriving filled and ready to discharge on the said fire, when directions shall be given them; the same to be distributed at the discretion of the Fire-Masters.

7.
