5. And whereas, from the number of carts, drays, and other carriages, passing through the streets, and from their being no uniform mode established for driving them, it has become very dangerous in passing, for remedy thereof, Be it ordained, That in Regulations future all drivers of carts, drays waggons and other carriages whatsoever, shall pass each other on their right hand, and shall always drive as close the foot way, with their left hand next the same, as they conveniently can, and persons driving in narrow streets, lanes of alleys, and turning corners, shall drive on a walk; and any white or free person or persons violating this clause, shall forfeit and pay the sum of five dollars; and if a slave, his owner or employer shall pay a like sum, and on refusal to the same, said slave shall be proceeded against, as it is provided in the third clause.
