sufficient distance from the city, there to be cleansed, ventilated and fumigated, under the direction of the Harbour-Master, or his Deputy, until they shall deem it safe for her to return. And if the owner or consignee of such vessel, shall fail to have her removed, cleansed and ventilated, within twentyfour hours after being ordered as aforesaid, he shall forfeit and pay the sum of one hundred dollars, for each and every such offence, and the expence of removing and cleansing said vessel, shall be paid by Number of the owner or consignee.

2. That in case the owner or owners of such low fot or lots or cellars, upon such notice being given as aforesaid, shall neglect or refuse to fill up such low lot or lots, or cause the water in their cellars to be pumped out, or otherwise carried off, the same shall be done by persons employed, under the authority and by the direction, and under the superintendance of the Commissioners of Health, with the consent of Council; and if the person or persons liable to such expence, shall refuse or neglect the payment thereof, the same shall be paid in the first instance out of the City Treasury, and the said expence shall afterwards be recovered and collected by a warrant under the seal of the Corporation, directed to the City Sheriff, to recover the said expences on the accrued value of such lot or lots.
