1. 4. 5. Hice, Screening and winnowing.

Whereas, the practice of screening and winnowing of rice, corn, or other grain on the wharves, or other public places of the City, is found to be inconvenient, and may from many causes, tend to the inconvenience of the City, and probably generate malignant disorders; for remedy whereof:

1. Be it ordained, That in future, during the months nowing of rice, of June, July, August, September and October in every year, it shall not be lawful or be permitted to any one, to screene or winnow, or cause to be screened or winnowed any rice, corn or other grain on the wharves, or other public places of the city, or in any private place, habitation or enclosure within the same except in such situations, as that all the chaff blown from, or other offal produced from the same, shall and do fall into the water of the harbour. And every person or persons, who shall or may offend, against the said provision of this ordinance, shall for each

His duty.

1. Be it ordained, That from and after the third Passed, Oct. Monday of the present month, the office of Clerk to the Commissioners of the Streets and Lamps, shall be a separate and distinct office from the office of Office of Clerk the City-Marshal, to which it had been heretofore missioners of attached. And it shall be the duty of the said Clerk, in addition to other services already appertaining to his office, to collect and obtain full and correct information of all occurrences and matters relating to the department of Streets and Lamps, to note the same in a book, to be by him kept for that particular purpose, to deliver a written report thereof every morning to the Chairman of said Commissioners, to execute his directions concerning the same, and to present his book to the said Commissioners or their Chairman, for examination and inspection, whenever thereunto required.

2. division, or that part of the ity, lying between Queen and Boundary-streets; including the City lands beyond Boundary-street; but each of the City Scavengers shall be obliged, to officiate in any part of the City, not belonging to his respective division, whenever thereunto required or directed by the Chairman of the Commissioners of Streets and Lamps, or in his absence from the city, by any of the said Commissioners.

4. That each City Scavenger shall, every day persons to be (Sundays and general holy days excepted) employ employed by Scavengers. three negroes or other servants, three horses and three carts, for the purpose of removing from every street, lane, alley and open court, in his division, all such dirt rubbish, or other like stuff, as may lay, exposed, or be brought out from the lots of the inhabitants, and likewise two negroes or other servants, provided with wheel barrows and other appropriate impliments, for the purpose of levelling and raking the streets, and of keeping the gutters and grates of the drains in his division open and free from sand, filth, and other obstructions. But if it should at any time be required by the Commissioners of Streets and Lamps, or by the City Council, that the City Scavengers, or either of them, shall employ more negroes or servants, horses and carts, or either thereof, than as above stated, they and either of them, shall be bound to procure and employ such an additional number of negroes, horses and carts, or either thereof, as may be so required; for which addition each of them shall be entitled to the same compensation rateably, as shall be conformably to the terms of his respective contract or engagement. And every cart, so emScavengers ployed, shall be painted red, numbered, and marked with the words "Scavenger's Cart," exhibited in large white characters on both sides of each cart; and none of the City Scavengers shall employ any negro of other servant, or any horse or cart, except such as shall be approved of by the Commissioners of Streets and Lamps, nor shall he employ any of them longer than during their approbation. And if any City Scavenger shall efuse or neglect to perform his duty, as herein diected, or as prescribed by any City Ordinance now being or hereafter to be of force, or by any resolution of the City Council, or of the Commissioners of Streets and Lamps, he shall be liable to a fine of twenty dolars for each and every such offence.

6. That each City Lamplighter, shall employ not less than six negroes or other servants, in lighting all lamps, whether already put up or hereafter to be put up, in every street, lane, alley or open court within his division, but no negro or other servant, shall be employed by either of the City Lamplighters, except such as shall be approved of by the Commissioners of Streets and Lamps, nor longer than during their approbation.
