Whereas since the importation of slaves from Af19th. 1805. rica, several instances have occurred, of dead human bodies having been thrown into the waters of the harbour of Charleston. And whereas such practices are extremely disgraceful, and ought to be prevented by the severest penalties, that can be inflicted by the City Council:

1. Livery Stables.

Whereas the practice of using wooden buildings as

nel of Cooper river, shall be known and distinguishName and es- ed by the name of the Centre Market; and the comtablishment of missioners thereof shall have the power and authority, the Market in and they are hereby instructed and required, to cause the brick building in Market-street aforesaid, to be fitted up with all convenient speed for the accommodation of butchers and venders of beef and other meats; also to cause to be erected without delay a temporary wooden building or shades, in Marketstreet aforesaid, between Maiden-lane and Churchstreet, for the accommodation of persons selling vegetables and other provisions; and further to cause to be constructed, as soon as may be practicable, a suitable building for a Fish Market, in Market-street aforesaid, to the eastward of the Governor's Bridge; and generally to make or cause to be made, all such other appendages and improvements in Market-street aforesaid, as to the said commissioners or a majority of them, may appear proper and conducive, to render the Centre Market aforesaid, the principal Market in and for the city of Charleston. Provided however, That all expences, attendant on, or incident to, the building appendages and improvements aforesaid, as well as all costs, of keeping the same in proper order and repair, shall be solely and entirely defrayed out of the funds and revenues of the Markets.

2. That every white or free person of colour, selling Penalty and or offering for sale any beef or other meat, or any ve- punishment getables or other provisions, other than at the Centre Market aforesaid, shall forfeit and pay the sum of twenty dollars; and every slave, committing a like offence, shall be put for one hour in the stocks at the Centre Market, and be liable to receive at the same. not less than ten nor more than twenty lashes on the bare back, to be adjudged by any two commissioners of the said Market, and to be inflicted by the Clerk thereof: Provided however, that, if the owner of any Provise. such offending slave, or the agent or representative of such owner, shall, before the expiration of the market hours, or before the execution of such punishment, tender and pay to the Clerk of the Market. the amount of the fine, which for a similar offence is payable by a white person or by a free person of colour, as aforesaid, such slave shall thereupon be released from the corporal punishment, by him or her incurred as aforesaid.

3. That the commissioners of the Centre Market aforesaid shall have power and authority, and they commissionare hereby instructed and required, to place all the ers' duty. stalls and shambles of the Centre Market aforesaid on the south and north sides of the inner part thereof, and to distribute such stalls and shambles, without demanding or taking any fee or payment for the same, rents excepted, as herein after provided. And in making such distribution of stalls and shambles in the Centre Market aforesaid, the said commissioners shall take care, to assign to every butcher a situation, as nearly equal as possible to the one, formerly by him or her possessed or occupied, and to that end, to number the stalls in the Centre Market aforesaid, beginning at the north east corner of the said brick building, and ending at the south east corner of the same. 4. Provided however, that the Commissioners of the Markets shall be authorized, with the approbation of the City Council, to alter the amount of stall rents and the time of payment, giving to the parties concerned one month's previous notice of any such alteration.
