That it shall be the duty of the City Inquirer and assessor to enquire into and take an account of all the real estates, slaves and other taxable property within the city, belonging to the inhabitants thereof, and others which they shall be possessed of, interested in, or entitled unto, either in their own right, or in the right of any other person or persons whomsoever, liable to pay city tax; and also an account of all free negroes and persons of colour between the age of sixteen and fifty years, noticing their trades, occupations, or employments; and the said Inquirer and Assessor shall keep a city assessment book, containing the value of the real estates, the number of slaves, and other taxable property, the names of the streets where the lands are situated, the number of the lots, and their dimensions particularizing such lots, improved or inclosed and occupied, as are without wells or cisterns, and describing the buildings on the lots; and the said City Inquirer and Assessor shall begin his enquiry on the first day of January in each and

every year.

3.
