The committee this day met, Hon. Harvey Helm (chairman) presiding.

The CHAIRMAN. The committee will come to order. The hearing this morning is for the purpose of considering a bill entitled "A bill to provide for the fourteenth and subsequent decennial censuses,' and the report made thereon by the committee of the Census Bureau. Mr. Rogers, the director, is here this morning, with several other gentlemen from the bureau, to give the committee any information that they desire upon the matter, and if it meets with the approval of the committee, we will now allow Mr. Rogers to make his statement. STATEMENT OF MR. SAMUEL L. ROGERS, DIRECTOR OF THE CENSUS BUREAU.

Mr. ROGERS. Mr. Chairman, Mr. Steuart having gone through so many censuses heretofore, I had him appointed a member of the committee to help us prepare this committee report, and I thought that as he is familiar with the work of the census, being a member of the committee, that the Tariff Commission could spare him long enough to come before you this morning.

Mr. NICHOLS. When was this report prepared?

Mr. ROGERS. This report has been in the course of preparation for six months.

Mr. NICHOLS. When was it completed, I mean?

Mr. ROGERS. December 4.

Mr. NICHOLS. Have some copies of this been placed in the hands of some of the members of the committee?

The CHAIRMAN. Yes; I was given a copy.

Mr. NICHOLS. I was wondering why we all did not have a copy so we could read it through.

The CHAIRMAN. In fairness to the director, I should state that he furnished me with a copy and requested me to have it printed, but it was a departure, I thought, from the usual procedure.

Mr. NICHOLS. Well, he furnished you with some copies, and some members got them and some did not?

The CHAIRMAN. I think I am the only member that got a copy. Mr. JUUL. If there is no objection, in order that we may have a fully intelligent idea of what we are about, I would like to ask a question of Mr. Rogers, if he will permit me. For instance, if section 10 of this bill stands unaltered, it is now existing law, and if it is unaltered, what is the object of reenacting any portions of this law,
