MCDANIEL, GOVERNOR: SIR: We have the honor to submit to Your Excellency the following report of the operations of the Railroad Commission of the State covering the period from the date of our last report to the first day of May instant. Circular No. 41 of the series of orders issued by the Commission went into effect January one, 1884, and is in the following language, to-wit: The following changes in the Commissioners' classification, published March 4th, 1880, are made: The object which the Commission had in view in issuing this order is sufficiently apparent from the language of the circular itself.
