Be it enacted by the Legislature of the State of Minnesota:

SECTION 1. SEC. 3. This act shall take effect and be in force from and after its passage.

Be it enacted by the Legislature of the State of Minnesota:

SECTION 1. The following amendment to the Constitution of this State is hereby proposed for publication, and approval or rejection by the people, in accordance with section one, of article fourteen of the Constitution; that is to say, that section one of article seven of the Constitution shall be amended so as to read as follows:

Section 1. Every male person of the age of twentyone years or upwards, belonging to either of the following classes, who shall have resided in the United States one year, and in this State for four months next preceding any election, shall be entitled to vote at such election, in the election district of which he shall at the time have been for ten days a resident, for all officers that now are or hereafter may be elective by the people.

Second-Persons of foreign birth who shall have declared their intentions to become citizens conformably to the laws of the United States upon the subject of naturalization.

Third-Persons of mixed white and Indian blood who have adopted the customs and habits of civilization.

Fourth-Persons of Indian blood residing in this State, who have adopted the language, customs and habits of civilization, after an examination before any district court of this State, in such a manner as may

be provided by law, and shall have been pronounced by said court capable of enjoying the rights of citizenship within the State.

SEC. 2. The said commissioner last named in the preceding section shall give his whole time and attencopy for printer- tion to the said work, he shall prepare or cause to be prepared at his own expense, a copy of the statutes when revised for the printer and supervise the printing of the same; for which services he shall receive the sum of two thousand dollars, payable quarterly. The compensation of commissioner Cole shall be fixed by the remaining members of the commission, and it shall be paid by the State Auditor as other expenses of the commission are paid.

SEC. 5. Said commissioners or any three of them are hereby authorized to expend such moneys for stationery, postage and other objects necessary for the purpose of the commission and for personal expenses of the commissioners incurred while absent from their usual places of abode in and about the business of such commission as they may deem reasonable: Provided, That the whole amount shall not exceed the sum of fifteen hundred dollars.

SEC. 6. Upon the presentation of a certificate signed by any three of said commissioners certifying the amount due to any person for either of the items ses incurred, how mentioned in the last section, the State Auditor is hereby authorized and required to draw warrants upon the State Treasurer for the same, the whole amount of said warrants not to exceed the said sum of fifteen hundred dollars.
