received as aforesaid, shall amount to inore than five
hundred dollars, and no two shall be given for the
same risk, or be made by the same person or firm,
except where the whole amount of such notes shall not
exceed five hundred dollars; nor shall any note, be
represented as capital stock unless a policy be issued
upon the same within thirty days after the organiza-
tion of the company, upon a risk which shall be for no
shorter period than twelve months. Each of said
notes shall be payable in part or in whole at any time
when the directors shall deem the same requisite for
the payment of the losses by fire, or inland naviga-
tion, or such incidental expenses as may be necessary
for transacting the expenses of said company. And
no note shall be accepted as part of such capital stock
unless the same shall be accompanied by a certificate
of a justice of the peace of the precinct where the per-
son making such note shall reside, that the person
making the same, is, in his opinion, pecuniarily
responsible for the
the same, and no such note
shall be surrendered during the life of the
policy for which it was given. Mutual fire
insurance companies organized under this law,
or any law of this State, may charge and collect
in advance upon their policies, a full annual
premium in cash, but such policies shall not compel
subscribers, insured or assured, to renew any policy
nor pay a second or further annual or term premium.
Any such company must, in its by-laws and its poli-
cies, fix, by a uniform rule. the contingent mutual
liability of its members for the payment of losses and
expenses, and such contingent liabilities shall not be
less than three nor more than five annual cash pre-
miums as written in this policy; but such liability
shall cease with the expiration of the time for which
a cash premium has been paid in advance, except for
liability incurred during that time."

§ 3. All laws or parts of laws in conflict herewith. are hereby repealed.

§ 4. Owing to the fact that these amendments are needed in order that fire insurance companies may be organized at once within the State to give to the citizens of the State fire insurance upon their property, a large amount of which is now uninsured, an emergency is hereby declared to exist and this act shall take effect and be in force from and after its passage.

CHAPTER 7.

AN ACT to amend an act entitled "An act for the benefit of the Kentucky Childrens' Home Society.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. That section one of said act which reads as follows:

"That there is hereby appropriated out of any money in the Treasury, not otherwise appropriated, the sum of Fifteen Thousand Dollars per annum payable annually for the benefit of the Children's Home Society, and the Auditor of Public Accounts be, and he is hereby authorized and directed to draw his warrants upon the Treasury annually in favor of the Treasurer of the Kentucky Children's Home Society for the sum of Fifteen Thousand Dollars.
