THE REPORT of the Major part of the Committee Appointed upon the Petition Preferred to this Board By Cornelius P: Low praying a Grant of the soil under the water Two hundred feet into the East River Fronting his Ground in the east ward of this City Together with the Peer and the proffitts Arising there from was produced and Read and is in the words following (Viz!) THE REPORT of us the Subscribers the Comittee Appointed upon the petition preferred By Mr Cornelius P Low praying the Grant of the soil under the water Fronting his Ground in the East ward of this City, and Extending Two hundred feet into the East River Together with a peer and the proffitts Arising from the said peer to the mayor Aldermen and Commonalty of the City of New York.

Wee the said Subscribers of the Aforesaid Committee having Taken the matters of the said petition under our Consideration do Report it as our opinion thereon that we Conceive that the Building out a peer from the Ground of the said Cornelius P Low. at the East River Will Be Greatly Advantageous to the Trading part of this City By Furnishing a Safe harbour for shipping and Therefore Advise a Grant to him of the said Ground Fronting his said Lott on the East River upon the yearly Quit Rent of Two Shillings Per Annum Per foot to Commence at the [258] Building of a Peer or a Street hereafter mentioned or at the Expiration of Five years from the date hereof which shall first happen.

That he should also have the Privilidge of making a peer on the Southwesterly side of the Abovementioned Lot of Twenty five wide and Two hundred foot in Length into the River to be Built within five years from the date hereof But as the Building of the said Peer if Built Close to the dock might Be a means of filling up the Docks on each side to avoid which we Advise that the said Cornelius P Low shall Leave a Vacancey. of Forty Foot Between the present Dock and the said Peer so to be Built for the Tides way which vacancy to be Covered with a Strong Bridge for Carriages &c: and that the said Cornelius P Low Leave Forty foot at the end of the said Peer and Lott Above mentioned for a Street which street on his Lott to be Built and Opened when thereunto Required By the Corporation That as the said Cornelius P Low will Be at a Considerable Expence in making the said peer. that Besides his having the Intire Advantage of the dockage on the easterly side of the said peer we Conceive he ought to Reap the Benefit of the dockage Arising from the westerly side of the said Peer, for Thirty Years and at the Expiration thereof the Dockage on the south westerly side to Belong to the Corporation
