7th. That after the Two Riffle Companies are formed, the men lately belonging to the Companies under Captains Andrew Long, William Peebles, Casper Weitzel, Joseph Irwine, Peter Grub, Jun'r, Peter Z. Lloyd, Thomas Herbert, John Nice, Joseph Howell, Jun'r, & Joseph McCleland, be united to Captains Farmer's, Murry's, Anderson's, Marshall's, Allbright's, Dehuff's, Crist's, McGowen's, Garret's & Moores' Companies, equal in number of effective men, and that the Commanding officer of the Battalion allow the said men the Liberty of choosing what Companies they will enter into, so farr as he can consistent with the foregoing arrange

ment.

8th. That the subaltern officers be allowed to arrange themselves under such Captains as they by mutual agreement may think proper, but upon the Commanding Officers' representing to them any Impropriety in the said Arrangement, they are to rectify it.

9th. That all non-Commissioned Officers be appointed by the Commanding Officer of the Battalion, which appointments are to be made known in Regimental Orders, which shall be Sufficient Authority for their Acting in said Stations.

Mr. Nesbitt was directed to pay Jacob Tustin £18 4 0, for 13 Cords of Wood delivered at Fort Island.

Resolved, That in forming a new Battalion, this board will ap point such persons for Officers as in their opinion are suitable, without being confined to those in Service.

That all Captains and Subalterns in the Army shall rise Regimentally.

That all Field officers shall be promotted according to the Line. That the board will make the foregoing a Rule for their Conduct, except in such Instances where the good of the public may require a deviation, of which the Board will at all times reserve the right of Judging.

Resolved, That Lieut. Colonel James Irwine be promoted to the Rank of Colonel, and appointed to the 9th Battalion of Continental Troops of this State.

That Lieu't Col. Lambert Cadwalader, be promoted to the rank of Colonel, & appointed to the 4th Battalion (late Shee's) of do. That Lieu't Col. Jos. Penrose be promoted to the rank of Colonel, and appointed to the Tenth Battalion of do.

That Richard Humpton, Esq'r, be appointed Colonel of the Eleventh Battalion of ditto.

That Daniel Brodhead, Esq'r, be appointed Lieutenant Colonel of the 4th Battalion (late Shee's) of ditto.

That Major Anthony James Morris be promoted to the rank of Lieutenant Colonel, and appointed to the 2nd Battalion (De Haas') of ditto.

That Major George Nagle be promoted to the rank of Lieutenant Colonel, and appointed to the 9th Battalion of ditto.

That Major James Dunlap be promoted to the rank of Lieutenant Colonel, and appointed to the 10th Battalion of ditto.

That Francis Gurney, Esq'r, be appointed Lieutenant Colonel of the 11th Battalion of ditto.

That John Patton, Esq'r, be appointed Major of the ninth Battalion of Ditto.

That Capt'n Jonathan Jones be promoted to the rank of Major, & be appointed to the 2nd Battalion, (De Haas,) of ditto.

That Capt'n John Beaty be promoted to the rank of Major, and be appointed to the 6th Battalion, (Magaw's,) of ditto.

That Major Henry Becker be removed to be Major of the 10th Battalion of ditto.

That Captain William West be promoted to the rank of Major, and appointed to the 4th Battalion, (Cadwalader's,) of ditto.

That Francis Mentges, Esq'r, be appointed Major of the 11th Battalion of ditto.

That Capt. David Greer be promoted to the rank of Major and appointed to the 7th Battalion, (Wm. Irwin's.) of do.

Resolved, That the above mentioned Officers have rank according to the order in which their names are here set down.

Mr. Nesbitt was directed to pay an order drawn on this board by George Stevenson, Chairman of the Committee of Inspection for Cumberland County, in fav'r of Mr. Robert Miller, for £550, for 100 Riffles making in said County for this State.

Mr. Nesbitt was directed to pay Charles Cooper for Cartouch Boxes, &ca., to be charged as Follows:

John M. Nesbitt was directed to pay Capt. John Lightburn, £842 5 0, for 1123 Bushels of Salt delivered to Robert Eastburn. Resolved, That Major Proctor be ordered Immediately to send forward the Detachment of Artillery to Fort Montgomery in the State of New York, agreeable to a request of Congress, there to remain until further orders from this Council.

Mr. Nesbitt was directed to pay Thomas Pryor & Comp'y £520 0 0, for 400 Gun Locks delivered to Mr. Towers.

Mr. Nesbitt to pay Luke Keating, £37 16 3, for 5 Barrels of Pork, to be charged to the Salt Works.

Mr. Nesbitt to pay Alex'r Boyle for going to Bucks & Chester Counties, to summons judges and others concerned in the said Election, £6 5 0.

Mr. Towers was directed to Deliver Rich'd Peters, Esq'r, 300 Stand of Arms for the board of War.

Mr. Towers was directed to deliver John Boggart, one Quarter Cask of Powder, to be by him delivered to the Committee of In,spection & observation of Bucks County, & by them distributed to the Associators of said County.

Resolved, That the officers of the three late provincial Battalions who have signified their desire to engage in the service on the new establishment, and accordingly are not provided for in the arrangement already made, be directed to repair to Philadelphia as soon as the situation of the American Army will admitt of their absence, and that Major Williams acquaint them with this resolve.

Mr. Nesbitt to pay Col. Henry Geiger £6 0 0, for 2 Riffles, & £16 0 0 for 6, Firelocks, for the use of the Flying Camp.

Mr. Towers was directed to deliver Mr. Gurney one Hundred Swivel Shott, he paying for the same.

Resolved, That this board will, on Monday, the 4th day of November next, proceed to appoint Captains and subalterns in the 11th Pennsylvania Battalion, to be Commanded by Colonel Richard Humpton.

Mr. Nesbitt was directed to pay Mr. Robert Towers £69 0 2, for Workmen's Wages, making Musket Cartridges, &ca.

Mr. Robert Towers was directed to deliver John Sparhawk one Hundred Three Pound Shott, to be replaced by him.

Mr. Towers was directed to deliver Col. John Bull 40 Pitching axes, 100 Shovels, 100 Wheel Barrows, 50 Grubing Hoes, taking his receipt, being for the fortification at Billingsport.

An order was drawn on Jno. M. Nesbitt, Esq'r, in favor of Messrs. Butler & Potts, for One Thousand Pounds, on acco't of Cannon & Shott Cast for this State, to be charged to their ac

count.

Mr. Nesbitt was directed to pay Michael Kuhn £5 12 6, for going Express to Chester to summons Judges &ca, of the late Election at Chester.

Mr. Nesbitt to pay Capt. Zebulon Potts £63 5 0, for Arms bo't, to be charged to Henry Hill.

Mr. Nesbitt to pay Capt. J. Kean £158 1 2 for Flints, &ea, Arms, &ca for Militia, £158 1 2.

An order was drawn on John M. Nesbitt, Esq'r, in favour of Mr. Josiah Hewes and others, Wardens of this City, for £300 0 0, for purchasing Oyl for this State, to be charged to their Acco't.

Mr. Nesbitt was directed to pay Frederick Vernon £14 10 0, for noticing the Commanding officers of the Different Battalions in Lancaster, York & Cumberland Counties, to hold themselves in readiness to march to this City, 10 days & Expences.

Col. Matlack reports that there is an order for paying to him about 19,000 Dollars, the balance remaining of a sum of money put into the hands of Col. Biddle by the Commissioners, for raising the Flying Camp, and requests this Board will order the same to be paid into the hands of their Treasurer; therefore,

Resolved, That the said sum be paid to Jno. Maxwell Nesbitt, Treasurer to this Board.

Jno. M. Nesbitt was directed to pay Leonard Rupert £16 4 2, to be charged to Col. Haller of the Flying Camp.

Jno. M. Nesbitt to pay Thos. Wier £6 0 4, for expences of his Company going to Newtown, Bucks County, to suppress the election held there the 1 & 2nd Instant, p. order of Lieut. Col. Wm. Baxter.

Mr. Nesbitt to pay John Kerling for 9 New Guns delivered to Mr. Towers, at £4 10 0.

An order was drawn on Mr. Nesbitt in favour of Capt. Zeb. Potts, for 11 Blankets, to be charged to Col. Hill.

An order was drawn on Michael Hillegas, Esq'r, in favour of John Maxwell Nesbitt, Esq'r, for Twenty Thousand Dollars, being part of 100,000 Dollars borrowed of Congress.

Resolved, That Ludowick Sprogel, Esq'r, Muster Master of the Fleet and army of this State, be allowed the Rank, pay, & Rations, of Captain from the 21st October, 1776.
