Loxley to the Canon Foundary, as he will be likely to serve his Country more effectually in that station than any other; a day's delay in this business may be attended with the most Serious Consequences; we do therefore hope it will be done as soon as Possible."

By order of the Board, Rob't Towers was order'd to deliver to Col. Porter 7 Muskets, taking his receipt.

Resolved, That John Maxwell Nesbitt, Esq'r, be appointed Treas'r to this Board, & that he enter into Bond with two reputable Freeholders for £5,000, for the faithfull discharge of his Office. By order of the Board, an order was drawn on John M. Nesbitt, Esq'r, Treas'r, in favour of Marshall Edwards, for £2 5 0.

By order of the Board an order was drawn on J. M. Nesbitt, Esq'r, Treas'r, in fav'r of Edw'd Bartholomew, for £500, towards Haversacks, &ca., purchased for the use of the Militia, & directed the same to be charged to his acco't.

By order of the Board, Rob't Towers was ordered to deliver Col. Clement Biddle, D. Q. M. G. or his assistants here, 2 Tons Lead, & 2 Tons of Powder, made into Cartridges, for the use of the army under Gen. Mercer, to be charged to Congress.

By order of the Board, an order was drawn on J. M. Nesbitt, Esq'r, Treas'r, in fav'r of Col. Geo. Ross, for £63 1 6, being for arms Purchased for the use of his Batalion, to be charged to his acco't.

By order of the Board, R Towers was ordered to deliver Peter Dehaven, &ca., 100 cwt of Brass, for the use of the Gun Factory. By order of the Board, an order was drawn on J. M. Nesbitt, Esq'r, Treas'r, in favor of Peter Dehaven, & Co., for £500, for the use of the Gun Factory.

By order of the Board, an order was drawn Michael Hillegas, Esq'r, Treas'r of the Province, in fav'r of John Nesbitt, Esq'r, Treas'r to this Board, for £10,000, to be charged to Mr. Nesbitt's acco't.

By order of the Board, Robert Towers was ordered to deliver Col. Tho's Smith, & the other Members of Convention for Bedford County, 500 lb. of Powder & & Ton Lead, for the use of the Associator, to be deliver'd to the Committee of Inspection of said County & by them distributed.

By order of the Board, Robert Towers was order'd to deliver Major Swoop 40 Muskets, for the use of the 1st Battalion of York County, & 8 for the use of the 3rd Battalion of said County.

Mr. Wharton, Mr. Morris & Mr. Keppele, being a Committee to examine the acco't of Jos. Fox, Esq'r, Do Report, that they have inspected said acco't & Vouchers, & find the same right.

By order of the Board, Rob't Tower was directed to deliver Major Bell 20 stand of Arms, for the use of Col. Montgomery's Battalion.

Mr. John Weitzel appeared, & took & Subscribed the Qualification directed by Convention.

On Motion,

Resolved, That the resolve of the 15th Instant July, of the late Committee of Safety, "recommending to the Committee of Inspection & Observation of this City, & the several County Committees of this Province, to nominate & appoint a proper Number of Judicious Persons residing in the said City & Counties Respectively, to distribute to distress'd Families, whose Husbands are now in actual Service, the Allowance they may think Reasonable, And that the said Committees be empowered to draw as they shall see occasion, on this Board, for the necessary Sums of Money, to be by them Lodged in the Hands of the persons so nominated, to be applied as above directed. The said Committees to return accounts to this board of the Expenditure of the same, Be and hereby agreed to & Confirmed.

Ordered, That Messrs. Peter Dehaven, & Co. do, in future, superintend the Contract made by Jos. Fox, Esq'r, with John Nicholson, for Arms

By order of the Board, Capt. Wm. Richards was directed to deliver Mr. John Coburn two New Cables & as much small riging as he may want for sinking the Piers, for fixing a Boom at Fort Island

By order of the Board, Mr. R. Towers, Commissary of Stores, was directed to deliver Mr. Thos. Hazlewood 200 lbs. Brimstone, for the use of the Fire Rafts.

Ordered, That Mr. Morris, Mr. Wharton & Mr. Keppele, be a Committee to inspect & Pass Accounts Relative to the Flying Camp & Militia.

By order of the Board, Mr. R. Towers was directed to deliver Col. James Moore, of Chester County, Fifty Muskets, for the use of his Battalion.

Resolved, That Mr. Rittenhouse, Mr. Kuhl & Mr. Biddle, be a Committee to Superintend the Work at Fort Island, & to audit & settle the Accounts respecting the same.

By order of the Board, an order was drawn on John M. Nesbitt, Esq'r, Treas'r, in fav'r of Capt'n John Hazlewood, or his son, for Twenty Pounds, to be charged to Capt. Hazlewood's acco't.

By order of the Board, Mr. R. Towers was directed to deliver Col. Rankin, of York County, 8 Muskets, for the use of his Battalion.

By order of the Board, Mr. Rob't Towers was directed to deliver Col. Rankin 30 stand of Arms, or as many as may be fit for Service, not exceeding that number.

By order of the Board, Mr. Robert Bridges was directed to deliver Col. Clement Biddle, D. Q. M. G., all the Tents in his Possession belonging to the late Committee of Safety.

By order of the Board, Mr. Rob't Towers was directed to deliver Col. Jonathan Paschall Sixty stand of Arms for the use of his Battalion

On Motion,

Resolved, That an application be made to Convention to determine the Matter respecting the Command of the Fleet of this State.

Capt. Jos. Blewer was desired to Purchase a Quantity of Powder from Mr. Jos. Carson.

Ordered, That Mr. Robert Towers, Commissary, be desired to make a return to this Board of all the Military Stores under his care Immediately.

Resolved, That Mr. Biddle & Col. Matlack be a Committee to enquire of the Board of Warr whether Steps have been taken by that Hon'ble Board to erect a redoubt at Billingsport, & if they have not, to enquire whether Congress expect the direction of the erecting of that Fortification, to be in the present Council of Safety of this State.

Ordered, That Capt. Wm. Richards be desired to make a return to this Board of all the Stores under his care Immediately.

Order'd, That Geo. Fitterman & James McDaniel, be detained from Proceeding with the Associators to New Jersey, & that they be desired to use the utmost diligence in procuring Timber for making Gun Carriages.

By order of the Board, Mr. Jos. Ferre was desired to deliver Mr. John Mitchel, Commissary, for Victualing the Navy, 25 Bushels of Salt, out of the Stores at Germantown.

By order of the Board, an order was drawn on John M. Nesbitt, Esq'r, Treas'r, in favor of Jesse Roe, for £50, towards lead purchased for this State, to be charged to his acco't.

A letter from the Hon'ble president of the Congress was read, requesting this Board immediately to send to General Mercer, for

the Service of the Flying Camp, 10 Six pounders, & an equal number of 4 p'rs, out of the Stores of this State.

Ordered, That Capt. Joseph Blewer procure & forward the Guns

to Gen. Mercer.

By order of the Board, Capt. Hazelwood was directed to deliver Mr. James Mease 50 Barrels of Combustables, to be charged to Congress.

Information being lodged (upon Oath) with this Board, by John Walker, Arthur Thomas & his two Sons, John & Arthur, That John Hale & Martha Ash were concerned In, or privy to, the escape of Col. Kirkland out of the Prison of this State, the following warrant was Issued:

"In Council of Safety, Philad'a, July 31st, 1776.

"To Capt. Richard Peters, or the Officer of the Guard:

"SIR: You are directed forthwith to seize the Persons of John Hale & Martha Ash, as Persons Charged upon Oath with a Conspiracy against the State, and Confine them, One in the Goal and the other in the Work House of this City, and take Proper care that they do not converse with each other.

"By order of the Council of Safety.

Sign'd, DAVID RITTENHOUSE, Chairman."

"In Council of Safety, Philad'a, July 31st, 1776.

"State of Pennsylvania, ss:

"You are authorized and required to Seize the Bodies of Arthur Thomas and his two Sons, Arthur Thomas & John Thomas, or either of them, and to secure their papers, they standing Suspected, by evidence taken on oath, of having Conspired against the State, and in so doing this shall be your Sufficient warrant.

"By order of the Council of Safety.

"Signed, DAVID RITTENHOUSE, Chairman.

"To Jos. MCLANE, Present."
