for the fiscal year 1932, $75,000; amounting in all to $240,000; for the Department of the Interior, Bureau of Indian Affairs, as follows: Additional land for Papago Reservation, Ariz., 1931: For the acquisition of certain privately owned lands, improvements, and equipment, for the use of the Papago Indians, Arizona, in accordance with the act of February 21, 1931, fiscal year 1931, to remain available until June 30, 1932, $165,000, together with the unexpended balance of the appropriation of $9,500 contained in the Interior Department appropriation act for the fiscal year 1929, for the purchase of land as an addition to the agency reserve of the Papago Indian Reservation, Ariz. (act March 7, 1928, vol. 45, p. 207) (submitted).

The purpose of this estimate is to carry into effect the act of February 21, 1931, authorizing an appropriation for the acquisition of certain privately owned lands in Arizona for the use and benefit of the Papago Indians as an addition to their reservation.

Support of Indians and administration of Indian property, 1932: For an additional amount for general support of Indians and administration of Indian property, including pay of employees, fiscal year 1932, $75,000 (U. S. C., title 25, sec. 13; act February 14, 1931).

The Interior Department appropriation act for 1932, approved February 14, 1931, authorizes the expenditure of $143,000 of tribal funds of the Fort Apache Indians, Arizona, for general support and administration purposes, including $18,000 for the construction and repair of telephone lines. When the Budget for 1932 was transmitted to Congress it was anticipated that there would be sufficient tribal funds to cover these expenditures. It is now believed that the tribal revenues for that year will be deficient, in the approximate amount of this estimate, due to a recent partial suspension of lumbering operations on the reservation. The purpose of this estimate is to provide, as a gratuity appropriation, the amount necessary to meet the expected deficiency in tribal funds.

The foregoing estimates of appropriations are required to meet contingencies which have arisen since the transmission of the Budgets for the fiscal years 1931 and 1932, and their approval is recommended. Very respectfully,

PUBLIC BUILDINGS

Sites and construction, public buildings, act of May 25, 1926, as amendedprojects under section 5, Washington, D. C.-Court of Claims Building, Washington, D. C.: For construction of a building, under an estimated total cost of $1,225,000.

This provision supplements the provision with respect to proposed public building projects in the District of Columbia transmitted to Congress under date of February 2, 1931 (H. Doc. No. 730, 71st Cong., 3d sess.). Its purpose is to authorize the Secretary of the Treasury to enter into contracts for the project mentioned in amounts not exceeding in the aggregate the limit of cost specified, and to provide that lump sum appropriations for public buildings heretofore or hereafter made pursuant to the provisions of the public building act, approved May 25, 1926, as amended, shall be available for the

purpose.

The foregoing draft of a proposed provision pertaining to an existing appropriation is required to meet contingencies and conditions which have arisen since the transmission to Congress of the Budget for the fiscal year 1931.

I recommend that the draft of the proposed provision be transmitted to Congress.

FEDERAL POWER COMMISSION

Any unexpended balances on June 30, 1931, of the appropriations for expenses of the Federal Power Commission, provided by the independent offices act, 1931, approved April 19, 1930, and the second deficiency act, fiscal year 1930, approved July 3, 1930, are continued and made available until June 30, 1932, and the lim

itation for personal services in the District of Columbia, for the fiscal year 1932, contained in the independent offices act, fiscal year 1932, is hereby increased to $265,000 (U. S. C., title 16, secs. 791-795; act June 23, 1930, vol. 46, p. 797; act April 19, 1930, vol. 46, p. 235; act July 3, 1930, vol. 46, p. 863).

The estimate for expenses of the Federal Power Commission contained in the Budget for the fiscal year ending June 30, 1932, page 32, was predicated upon the best information available at the time as to the funds which would be required by the new commission provided for by the act approved June 23, 1930, entitled "An act to reorganize the Federal Power Commission." The recently reorganized commission, after a careful survey of the duties imposed upon it and the accumulation of unfinished business, finds that the provision contained in the pending independent offices act, fiscal year 1932, for salaries for personal services in the District of Columbia, is inadequate. In order that it may properly function during the fiscal year 1932 it will be necessary for the commission to materially increase its staff of legal and accounting employees beyond that contemplated at the time the Budget for 1932 was prepared. Due to the fact that the commission has but recently been reorganized and that certain items of anticipated expenditures, including that for rent in the District of Columbia, will not be required this fiscal year, it is estimated that there will be an unexpended balance of approximately $50,000 in the appropriation for 1931. It is proposed that this unexpended balance be continued and made available until June 30, 1932, for the salaries of additional legal and accounting employees in the District of Columbia.

The foregoing proposed provision is made necessary by a contin gency which has arisen since the transmission of the Budget for the fiscal year 1932. I recommend that it be transmitted to Congress. Very respectfully,
