SIR: I have the honor to transmit herewith for the consideration of Congress, in compliance with section 2 of the act of July 7, 1884 (U.S.C., title 5, sec. 266), schedules of claims amounting to $16,327.38 allowed by the General Accounting Office, as covered by certificates of settlement, the numbers of which are shown in the first column of said schedules under appropriations the balances of which have been carried to the surplus fund under the provisions of section 5 of the act of June 20, 1874 (U. S. C., title 31, sec. 713), and for the service of the several departments and independent offices.

The necessity for the appropriations asked is explained in the letter of the Director of the Bureau of the Budget transmitted herewith, in whose conclusions and observations thereon I concur. Respectfully,

16, 327. 38 The appropriations necessary to provide for payment of these claims are required in order to meet outstanding obligations of the Government heretofore authorized by Congress, the balances of appropriations concerned having been carried to the surplus fund prior to the allowance of the claims by the proper accounting officers, together with such additional sums, due to possible increases in rates of exchange, as may be necessary to pay certain claims in foreign currency as specified in the certificates of settlement of the General Accounting Office.

These claims are debts of the Government, the validity of which has been approved, including appropriations heretofore made by Congress to meet them. Since their status has not been altered, except in so far as the appropriations have lapsed, new appropriations are proper and necessary at this time. Very respectfully,
