PURPOSE OF HEARING Congress is currently moving to reauthorize the Clean Air Act. The Act has not been amended since 1977. Many of the legislative proposals being offered would directly affect programs authorized by our Committee. The Committee will receive testimony describing the relevant provisions and how these would affect the Federal-aid highway and urban mass transit programs as well as fuel tax collections. WITNESSES Representatives from the U.S. Department of Transportation, U.S. Environmental Protection Agency, regional councils, state and local air quality and transportation organizations will present testimony. BACKGROUND The Clean Air Act, initially passed in 1963, was the first "national" response to this country's deteriorating air quality. Originally considered a state and local problem, air pollution increasingly became an interstate problem. The 1963 Act dealt mainly with research and development and federal grant assistance. In 1970, Congress reauthorized the Clean Air Act into its present form, with technical amendments enacted in 1974 and 1977. |
