To His Honour, James De Lancey, Esq, his Majesty's Lieutenant Governour and Commander in Chief in and over the Province of New York and the Territories depending in America,

Humbly Sheweth :

Whereas the City of Albany is a frontier Town, and the defence and preservation thereof of very great consequence to the safety of the whole Province in case of a Warr with the French, but that the said City at present is altogether undefensible, open and exposed to the incursions of any Enemy, and the Corporation by reason of the heavy Debt they still labour under, occasioned by the great expence they were at in the last Warr against the French and no ways able to pay the same, much less to fortifie, unless strongly assisted.

Your Honours Petitioners most humbly pray your Honour will be pleased to recommend to the Generall Assembly, at their next meeting, to build a wall round the city, so as your Honour and the other Branches of the Legislature shall judge proper, and your Honours Petitioners as in duty bound shall ever pray.

At a Common Councill held for ye City of Albany on the 2 day of September, 1754-Present, the Mayor, Recorder, Joh H. Ten Eyck, John Glen, Abraham Douw, Jacob Ten Eyck, Barent H. Ten Eyck, Abraham Yates, Volkert P. Douw, John R. Bleeker.

Ordered that the Treasurer sell to Sybrant G. Van Schaick, Esq', six Skipple of the Cities Wheat at the rate as you have sold ye last to others. Edward Williams dilivered an Account of £9:4:9, which is allowed by this Board and ordered payment for y same.

At a Common Council held for the City of Albany at the City Hall of the said City on y 11 day of September, 1754-Present, the Mayor, Recorder, John De Peyster, John Glen, Joh Van Sante, Johs H. Ten Eyck, Jacob Ten Eyck, John R. Bleeker, Volkert P. Douw, Abraham Yates, Peter De Wandelaer, Barent H. Ten Eyck.

The following Answer was this day wrote to his Honour the Lieutenant Governour:

May it Please your Honour-We have received your favour of the first instant, and noted the contents. We had already before we had received your Letter begun to procure Stockadoes and very busy setting the same; and as for repairing the Block houses, we can not gitt no person to undertake the same upon the credit of the Province, and the City being still considerable indebted, occasioned by the last Warr against the French, upon the same account were we still labour under, which our predecessors engaged for, and by all probability we shall be without any income this year, for all our Tenants at Schagkook are broke up, and we will do all in our power to prevent any sudden surprise. We are with much esteem.

Peter Yates delivered an Account of £1:3:5, for repairing and finding materials for Block house No. 5, which is allowed and order the Treasurer to pay the same.

Anthony Van der See delivered an Account of £9:5, for work done and

money disbursed in the year 1745. This Board Resolved that the Treasurer pay him one half of his account, which is £4:12:6. Resolved by this Board, That an order be drawn upon the Treasurer for thirty Skipples Wheat, to be delivered to the following persons:

At a Common Councill held for the City of Albany at ye City Hall of the said City on the 28 day of September, 1754-Present, the Mayor, John Glen, Jacob Ten Eyck, Johs H. Ten Eyck, John R. Bleeker, Barent H. Ten Eyck, Peter De Wandelaer, Volkert P. Douw.

Whereas the ordinance formerly made by the Mayor, Aldermen and Comonalty of this City for the electing two Constables in each Ward of the City is expired of its own limitation, it is hereby ordained by the Mayor, Aldermen and Assistants of this City, that on the 29 day of September next ensueing shall be chosen in each Ward of this City, two petty Constables, of which the Aldermen in each Ward, or any of them, shall make their returns with the rest of the City officers.

Resolved by this Board, that an order be drawn upon the City Treasurer to repay Jacob Ten Eyck £1:14:10, for money disbursed by him for this City.

At a Common Council held for the City of Albany at ye City Hall of the said City on 29 day of September, 1754-Present, the Mayor, Recorder, John Glen, Jacob Ten Eyck, Johs Van Sante, John De Peyster, Johs H. Ten Eyck, Barent H. Ten Eyck, Volkert P. Douw, Peter De Wandelaer, Abraham Yates, John R. Bleeker, John Beekman, Jun'.

This day being appointed by the Charter for choosing and electing Corporation officers, the following persons were chosen to serve for the year ensueing, according to ye directions of the Charter, viz:

First Ward.-Johs Van Sante and Volkert P. Douw, Aldermen; Evert Wendell, Assistant; Hendrick J. Bogart and Burger Huwson, Constables. Second Ward.-Jacob Ten Eyck and Gerrit Marcelis, Aldermen; John R. Bleecker and John Beekman Jun', Assistants; John Bleeker, Jun', and Abraham Cuyler, Constables.

Third Ward.-Johs H. Ten Eyck and Abraham Douw, Aldermen; Abraham Yates and Harme Gansevoort, Assistants; Henry Abeel and Gerrit Wilhelmis Van den Bergh, Constables.

Whereas this day Sybrant Van Schaick, Jun', and Robert Lansing are equal in Votes chosen for an Assistant in the First Ward, wherefore it is Resolved by this Board, that on the 14 day of October next ensueing, a new Election be held for the chusing of another Assistant for the said First Ward of this City, and that ye Aldermen of said Ward give notice accordingly.

This Board appoints John Roseboom for their Chamberlain, and Johs Seger, Marshall for the year ensueing.

At a Common Councill held for the City of Albany at ye City Hall of the said City on y 14 October, 1754-Present, the Mayor, Recorder, John De Peyster, Joh Van Sante, Johs H. Ten Eyck, Jacob Ten Eyck, Abraham Douw, Abraham Yates, John Beekman, Jun', John R. Bleeker. Hans Hansen, Esqr, produced a Commission appointing him Mayor and Clerk of ye Market of this City and Coroner of the said City and County for ye ensueing year, took y Oaths appointed by Law, signed ye Test, and was sworn to the due execution of the said offices.

Abraham Yates, Jun', Esq', produced a Commission appointing him High Sheriff of y City and County of Albany, took ys Oaths appointed by Law, signed ye Test, and was sworn to the due execution of said office. Jacob Ten Eyck, Gerrit Marcelis, Johs H. Ten Eyck, Abraham Douw, Joh Van Sante, Esq's, being chosen Aldermen for ye ensueing year, took said Oaths appointed by Law, signed ye Test and sworn to ye due execution of their offices.

John R. Bleeker, John Beekman, Jun', Evert Wendell, Jacob Van Schaick, Abraham Yates and Harmee Gansevoort, Assistants, took ye said Oaths, signed Test, and were sworn to the due execution of their office.

Henry Abeel took the said Oaths, signed ye Test, was sworn to ye office of High Constable for ye ensucing year.

John Joh Bleeker, Abraham Cuyler, Burger Hewson and Gerrit W. Van den Bergh, took Oaths, signed the Test, and sworn to ye due execution of their office as Constable.

Hendrick Isaak Bogardt was sworn to the due execution of ye office of Constable.

Pursuant to a Resolution made ye 29 September last, for electing an Assistant in the Third [First?] Ward, Jacob Van Schaick is this day returned Assistant by majority of votes.

At a Common Councill held for the City of Albany at ye City Hall of the said City on ye 2 October, 1754-Present, Hans Hansen, Esqr, Mayor, Sybrant G. Van Schaick, Esqr, Recorder, Gerrit Marcelis, Johs Van Sante, Volkert P. Douw, Abraham Yates, John Beekman, Jun", Evert Wendell, Ha: Gansevoort.

Resolved by this Board, That ye Clerk draw an order upon the City Treasurer to pay Wilhelmus Van den Bergh £5, to Anthony A. Bratt ten shillings, to Sybrant Quackenboss ten shillings, and to Johannis Seger £9 in cash and 6 Skipple Wheat at 4s. 6d. Skipple.

At a Common Councill held for the City of Albany at y Hall of the said City on ye 2 November, 1754-Present, the Mayor, Johannis H. Ten Eyck, Jacob Ten Eyck, Johs Van Sante, John Beekman, Jun1, John R. Blecker, Ha: Gansevoort.

Ordered, That the Treasurer pay Mr. Jacob Ten Eyck three shillings for a Lock and Key to Block house No. 5.

Resolved by this Board to spend the sum of £3 at the house of Edward Williams on the King's birth day, which is on the 10 of this instant.

At a Common Council held for the City of Albany at the City Hall of the said City on 28 day of November, 1754-Present, the Mayor, Recorder, Volkert P. Douw, Jacob Ten Eyck, Johs Van Sante, Gerrit Marselis, John R. Bleeker, Jacob Van Schaick, Evert Wendell, Ha: Gansevoort.

Resolved by this Board, That an order be drawn upon the City Treasurer, to pay John Ja Reatliff y sum of £5 for last year Selleray to ring Bell.

To Johannis Seger, according to agreement, for to warn the person who had the oversight of ye Watch for two months, six shillings month, and two shillings for a Roap, in all fourteen shillings.

This Board appoints y following persons Fire Masters for this City for the year ensueing, viz:

Staats Van Santvoordt, Harmanus Schuyler, for ye first ward.
Jan Mase, Jun', Bastiaen Visscher, for y second ward.
Harmanus Wendell, John Joh Cluet, for y third ward.

Ordered, That Warrants be given to the Fire Masters of each Ward accordingly, and that the Clerk sign y same, by order of the Common Councill.

At a Common Councill held for ye City of Albany at the City Hall of the said City on the 4 December, 1754-Present, the Mayor, Recorder, Johs Van Sante, Abraham Douw, Volkert P. Douw, Johs H. Ten Eyck, John R. Bleeker, Jacob Van Schaick, Robert Wendell, Abraham Yates, Ha: Gansevoort.

Resolved by this Board, That an order be given upon the City Treasurer to pay Joh Wyngart, the sum of £5:12:6 for his Accounts in full.

An Ordinance this day made and published for appointing, establishing and regulating a good and sufficient Night Watch in the City of Albany. At a Common Council held for the City of Albany at the City Hall of the said City on y 9 December, 1754-Present, the Mayor, Recorder, Jacob Ten Eyck, Abraham Douw, Gerrit Marselis, Volkert P. Douw, Johs H. Ten Eyck, John R. Bleeker, Evert Wendell, Jacob Van Schaick, John Beekman, Jun', Abraham Yates, Ha: Gansevoort.

Resolved by this Board, That an order be given to Isaac Bogert upon the Treasurer for nine Skipple Wheat, and that he charge his Account therewith prys currant.

The following Ordinances where this day published, viz:

Resolved by this Board, That ye Clerk pay to Mr. Jacob Ten Eyck the sum of £3:4:6 to discharge ye above Account out of y money he has received for ye use of the City Seal.

And we do further allow to Harme Gansevoort out of ye same money that he has received for ye use of said Seal, the sum of £3 for Timber bought by Nicholas Bleeker and Jacob Viser in the year 1746, y first day of August, then Aldermen; as also £3 to y said Harme Gansevoort for two Orders from John Bell, which is due to him, as by the Record and the City Book may appear; which Orders he is to deliver to ye City Treasurer, to be charged to y said Bel's Account.

And it is further ordered that yes Harmee Gansevoort bring in account of ye money he has received for the Seal.

At a Common Council held for the City of Albany at y City Hall of ye said City on the 20 day of January, 1755-Present, the Mayor, Abraham Douw, Jacob Ten Eyck, Joh H. Ten Eyck, Gerrit Marselis, Johs Van Sante, Volkert P. Douw, Abraham Yates, Jacob Van Schaick, Evert Wendell, Harmee Gansevoort.

An Ordinance published to prevent Accidents by unruly rideing.

At a Common Councill held for the City of Albany at the City Hall of the said City on the 18 day of March, 1755-Present, the Mayor, Abraham Douw, Jacob Ten Eyck, Joh H. Ten Eyck, Gerrit Marselis, John R. Bleeker, Jacob Van Schaick, Evert Wendell, Abraham Yates, Jun". Mr. Tobyas Ten Eyck delivered an Account of 10 Pitch pine Boards at 12d., which is allowed.

Resolved and ordered by this Board, that ye Clerk write forthwith to the People at Schagtekook to pay their Rents between this and the first day of Aprill, otherways expect to be prosecuted, and that the Clerk sign in behalf of the Corporation.

At a Common Councill held for the City of Albany at the City Hall of the said City on the 29 March, 1755-Present, the Mayor, Recorder, Abraham Douw, Jacob Ten Eyck, Joh H. Ten Eyck, Ger Marselis, Abraham Yates, John R. Bleeker, John Beekman, Jun', Evert Wendell, Jacob Van Schaick, Ha: Gansevoort.

Several of the Inhabitants of Schagkook was sent for this day in Comon Councill; Wouter Groesbeck, Johannis Knikerbacker and Huge Viele appeared. This Board asked them wether they would pay the Rents for the year 1755. They desired eight days to give their answer, which is granted.

At a Common Councill held for ye City of Albany on the 8 day of April, 1755-Present, the Mayor, Volkert P. Douw, Johs Van Sante, Johs H. Ten Eyck, Jacob Ten Eyck, Gerrit Marselis, John R. Bleeker, John Beekman, Jun', Ha: Gansevoort, Abraham Yates.

The following Ordinance was this day made and published:

Be it ordained by the Mayor, Aldermen and Assistants of ye City of Albany, in Common Council convened, and it is hereby ordained by the authority of the same, that from the 14 instant every Baker within this City do make their Bread of ye finest white Flower, and that every Loaf of white Bread of 4 Copers shall weigh 2b, and a Loaf of 2 Coppers weigh 1lb, and hereafter from time to time to be established under y penalty of forfeiture of all such Bread to ye Poor as shall be found not to be good and wanting of due assize, and also 6 shillings fine for each offence, to ye use
